DEFINITION
Performs complex technical and clerical accounting duties involving the processing, maintenance, and review of payroll and timekeeping transactions. This position works in a customer service driven department which requires a high degree of confidentiality.
SUPERVISION RECEIVED AND EXERCISED
- Reports to and receives general supervision from Payroll Manager
- Exercises no supervisory responsibility.
ESSENTIAL AND OTHER IMPORTANT FUNCTION STATEMENTS-Essential and other important responsibilities and duties may include, but are not limited to, the following:
Essential Functions:
Process payroll and personnel transactions making appropriate entries and adjustments to the college’s payroll system.- Process and calculate a variety of payroll actions including wage garnishments, benefit withholding, overtime hours, part-time hours, longevity payments, and other salary adjustments.
- Assist in the computing and balancing of the monthly payroll for the college; audit time cards and pay sheets ensuring compliance with college policies, procedures and regulations. Prepare and balance payroll reports.
- Assist in the preparation and distribution of various reports and paperwork related to payroll functions.
- Receive, sort, and organize a variety of financial documents; review documents received for accuracy and completeness.
- Reconcile accounts at the end of each month as needed.
- Provide customer service to all college employees regarding applicable payroll procedures and methods; interpret and explain rules and regulations; answer questions and resolve issues in a timely manner.
Other Important Functions:
Assist employees with questions regarding deductions or salaries.- Research and answer department questions regarding status of accounts, the proper coding of transactions, and related matters.
- Work closely with Human Resources staff to resolve payroll issues, and provide reporting to meet the college’s needs.
- Attend staff meetings as necessary and provide staff support to various college committees.
- Assist with scanning of payroll documents in to the electronic filing system
- Provide support for accounts payable function as appropriate.
- Perform related duties and responsibilities as assigned
QUALIFICATIONS
Knowledge of:
Experience in working with payroll and timekeeping systems.- Basic understanding of general principles of accounting.
- Understanding of office procedures, methods, and equipment
- Past record of maintaining confidential data.
Ability to:
Participate in all aspects of the payroll function of the college.- Perform a variety of complex technical accounting work involving the processing, maintenance, and review of financial records.
- Interpret and apply accounting principles, rules, regulations and procedures involved in the maintenance and control of records and preparation of financial statements.
- Make mathematical calculations quickly and accurately.
- Maintain a variety of financial records and files.
- Prepare accurate and complete payroll reports as needed.
- Type at a speed necessary for successful job performance.
- Understand and follow oral and written directions.
- Interpret and apply college goals, objectives, policies, procedures, rules and regulations
- Interpret and apply Federal, State and local policies, procedures, laws and regulations
- Communicate clearly, and concisely, both orally and in writing
- Establish and maintain cooperative-working relationships with all college departments

EXPERIENCE AND TRAINING GUIDELINES-Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:
Minimum Education/Experience:
Associate degree from a regionally accredited college or university or at least two years payroll or business office experience.- General knowledge of MS Office software.
License or Certificate:
None required
Preferred Education/Training, Experience, Skills:
Associate degree from a regionally accredited college or university in Accounting, Finance, or Business Administration- Work experience in a customer driven department.
- Work experience in payroll
- Prior experience on HRM system(s).
- Internal applicants must be regular full-time, regular part-time, and temporary part-time employees currently on the CFCC payroll at the time the job posting is approved. Eligibility requirements for employees who are in temporary part-time positions are: 1) employed at CFCC for at least six months, 2) working a schedule of at least 20 hours per week, and 3) in good job performance standing in the areas of customer service, productivity, quality of work and attendance and punctuality.
