The City of Anaheim Public Works Department is seeking a qualified Part Time Laborer. This position works under close supervision, performs a variety of manual labor tasks in support of the City of Anaheim’s Operations and Maintenance Division; and performs related duties as assigned.

This is an entry-level classification in the maintenance series. Incumbents with basic maintenance experience learn City infrastructure, systems, and facilities, use of tools and equipment, and a wide variety of practices and procedures. As experience is gained, assignments become more varied and are performed with greater independence. Candidates with prior experience using hand tools, power tools, and working in outdoor environments are highly desirable.


This is a part-time position typically averaging 30 hours per week. A minimum number of hours is not guaranteed.

Essential Functions

The following functions are typical for this classification. Incumbents may not perform all of the listed functions and/or may be required to perform additional or different functions from those set forth below to address business needs and changing business practices.
Duties performed in all assignments:
Perform a variety of manual labor activities in support of one or more maintenance services programs including facilities, streets, sidewalks, parks, and landscaping.
Trim shrubs and prune small trees and bushes; operate chipper, brush cutters, chain saws and related equipment.
Remove and install signs; remove non-hazardous spills and illegally dumped items and debris; service trash bins, pressure wash sidewalks and perform weed abatement and landscaping duties in City right-of-way, slopes, and hillsides.
Clear brush, shrubs, trees and other debris on city streets, alleyways, parks, trails, wildland areas, and sidewalks that inhibit the passage of persons or vehicles.
Perform litter and debris abatement, including removal of homeless debris/camps as needed; maintain City transfer sites.
Set-up traffic safety devices and barricades to control traffic around work sites and special events and ensure safe conditions for the general public and city workers.
Observe safe work methods, policies and procedures and make appropriate use of related safety equipment as required.
Drive city vehicle between various work sites; maintain vehicle, storage sites, and other work areas in a clean and orderly condition and ensure equipment is secured at the close of the workday.
Prepare equipment and supplies needed and load trucks; operate small equipment including weed eaters, brush cutting tractors, tractors, and related equipment; clean, maintain, and secure tools and equipment.
Assist with answering inquiries and concerns from the public.
Operate warehouse equipment, including forklift and hand truck.
Perform related duties and responsibilities as required.
In addition, when assigned to Public Works
:
Perform basic construction, maintenance, and repair activities of city facilities, streets, alleys, sidewalks, curbs, gutters, fences, walls, sewers storm drains, and bridges to ensure safe and efficient access for the public.
Perform asphalt and concrete maintenance; demolish and prepare areas to be resurfaced; seal cracks and apply applicable chemicals; rake, compact, and pave surfaces using a variety of asphalt materials; assist with forming and pouring sidewalks, accessibility ramps, curbs, and gutters.
Use a jackhammer and sledgehammer to break and remove asphalt and concrete; shovel and rake dirt, gravel, and asphalt; dig holes and backfill; clean and sweep work areas.

Qualifications

Experience and Training: An equivalent combination of experience and training sufficient to perform the essential job functions and provide the required knowledge and abilities is qualifying.
Knowledge of: Basic maintenance in concrete and asphalt construction, landscaping, and/or custodial services; safe and proper use of standard hand and common power tools; methods used in basic laborer work; safety precautions and practices necessary when working with hand power equipment; proper forklift operations; routine maintenance practices as related to grounds, and streets; English usage; safe driving rules and practices; and customer service techniques.
Ability to: Perform basic construction, modification, maintenance repair and/or custodial work; understand and follow instructions; learn and apply applicable safety regulations; operate a vehicle; operate warehouse equipment, including a forklift; perform strenuous manual labor at a variety of work sites; operate job related power equipment; understand and carry out oral and written instructions; communicate effectively orally; establish and maintain effective working relationships with those contacted in the course of work.
License/Certification Required: Possession of a valid Class C California Driver’s License with satisfactory driving record, by date of appointment.
Environmental Conditions: Depending on assignment, may include exposure to smoke, fumes, gasoline, diesel, untreated sewage, excessive heat and cold, high frequency noise, dirt, dust, grease, oil, pesticides, cleaning chemicals, and work in high traffic areas and in inclement weather.
Physical Conditions: Due to the nature of work assignments, incumbents must be able to stand, sit, walk, climb stairs and ladders, stoop, twist and bend repeatedly, squat and kneel, crawl, grasp items, reach overhead, use both hands, legs and feet, work at heights above 10 feet, and lift, carry, push and pull up to 100 pounds, speak clearly and hear conversation, have touch and feeling senses, depth perception and color vision and corrected vision sufficient for near and distance vision.
