Under administrative direction, to direct, manage, supervise, and coordinate the City's Parks and Facilities Division programs and activities including maintenance of parks, playgrounds, sports fields, parkways, medians, street trees, landscape, open space areas, buildings, historic sites, and other facilities; to develop regular and preventative maintenance plans and replacement schedules; administer contract services, such as landscape maintenance, security guard, and janitorial services; to coordinate assigned activities with other City departments, divisions, community groups, and outside agencies; to represent the Department and City at various internal and external meetings, including City Commissions; and to provide highly responsible and complex administrative support to the Department Director. MINIMUM QUALIFICATIONS TO APPLYThe City is seeking a candidate who is dedicated to public service and has the following characteristics and skills:
Education and Experience:
Manage and participate in the development and implementation of goals, objectives, policies, and priorities for assigned programs; recommend, within Departmental policy, appropriate service and staffing levels; recommend and administer policies and procedures.
Continuously monitor and evaluate the efficiency and effectiveness of service delivery methods and procedures; assess and monitor work load, administrative and support systems, and internal reporting relationships; identify opportunities for improvement and review with the Department Director; direct the implementation of improvements.
Administer, manage, and evaluate Parks and Facilities contracts for both on-going maintenance services and special projects, including but not limited to parks, medians, landscape, City Urban Forest Maintenance, and buildings. Oversee the maintenance of City facilities, community centers, hardscape, parking lots, swimming pools, walkways (including lighting), fountains, etc.
Ensure contractual agreements are complete; define measurable services and ensure they are fully executed; supervise the completion of landscape and building maintenance field checks performed by City staff or contractors to assure work is in conformance with approved standards and plans; develop regular and preventative maintenance plans, staffing schedules, and associated labor and materials costs; and work with contractors to resolve problems and improve services.
Plan, direct, coordinate, and review the work plan for the Parks and Facilities Division programs; to identify and resolve problems; assign work activities, projects, and programs; monitor work flow; review and evaluate work products, methods, and procedures. Ensure appropriate safety meetings are conducted with division staff; verify the work of assigned employees and contractors for accuracy and compliance with applicable standards and specifications.
Select, train, motivate, and evaluate assigned personnel; provide or coordinate staff training; work with employees to correct deficiencies.
Serve as a liaison for the Public Works Department with other City departments, divisions, community groups, and outside agencies; negotiate and resolve significant and controversial issues.
Manage and participate in the development and administration of the Parks and Facilities annual budget including Capital Improvement Program planning for areas of responsibility; direct the forecast of funds needed for contract services, staffing, equipment, materials, and supplies; direct the monitoring of and approve expenditures; direct and implement adjustments as necessary. Initiate and implement, with the appropriate approvals, the creation of any supplemental funding mechanisms, including grants, user fees, assessment districts, etc.
Provide responsible staff assistance to the Department Director; prepare and present staff reports and other necessary correspondence; prepare City Council agenda reports, ordinances, resolutions, and agreements.
Conduct a variety of organizational studies, investigations, and operational studies; recommend modifications to parks and facilities maintenance and related programs, policies, and procedures as appropriate.
Participate on a variety of boards, commissions and committees; attend and participate in professional group meetings; stay abreast of new trends and innovations in the fields of parks and facilities maintenance and construction.
Ensure compliance with Federal, State, and local laws, rules and regulations including Los Angeles County Hazardous Materials, Uniform Building Code, Americans with Disabilities Act, playground safety rules and regulations, and Cal OSHA.
Oversee the selection and implementation of appropriate work order systems related to areas of responsibility.
Perform related duties and responsibilities as assigned.
Essential duties require the following physical skills and work environment:
Ability to work in a standard office environment; ability to travel to different sites and locations. Position requires prolonged sitting, standing, walking on level and incline surfaces, reaching, twisting, turning, kneeling, bending, squatting and stooping in the performance of work activities. The position also requires grasping, repetitive hand movement, and fine coordination in preparing reports and using a computer keyboard. Ability to work evenings and weekends. WORK SCHEDULE: Employees work a 4/10 work schedule.
RETIREMENT BENEFITS: Provided by the California Public Employee's Retirement System. Every regular employee becomes a member immediately upon employment. New employees who become a "new" member of CalPERS for the first time on or after January 1, 2013 will be enrolled in the CalPERS 2% @ 62, FAS 3 Plan. New members will be required to pay at least 50% of the normal cost [Govt. Code Section. 7522030(c)]. However, a new employee who is a "classic" member of CalPERS or a current member of another California public retirement system will be enrolled in the CalPERS 2% @ 60, FAS 3 Plan. Currently, new Goup A & B employees shall pay the CalPERS member's retirement contribution of 6.25%. City of Pomona employees do not contribute into Social Security.
PAID HOLIDAYS: 11 paid holidays & 2 floating holidays are provided per year.
EXECUTIVE LEAVE:
Group A: Accrue 170 hours per year (6.539 per pay period)
Group B: Accrue 100 hours per year (3.846 per pay period)
Group B PBL: Accrue 75 hours per year (2.898 per pay period)
VACATION LEAVE: Employees may be placed at a higher vacation accrual rate at the sole discretion of the City Manager.
SICK LEAVE: 12 days per year (prorated if on any leave without pay). are available to eligible City employees.
GROUP INSURANCE PROGRAMS: These programs include medical, dental, vision, long-term disability, life and accidental death and dismemberment insurances.
EDUCATIONAL INCENTIVE PLANS: are available for eligible employees to develop their knowledge and abilities.
TUITION REIMBURSEMENT: This benefit is provided to any requesting Group A or B employee. An employee may receive up to $2,500 or $1,875 for PBL employees per year, provided employee is not receiving Education Incentive.
EDUCATION INCENTIVE: This benefit is provided to qualifying Group B employees for a degree from an accredited college when such a degree is higher than the minimum degree required for the position. Provided employee is not receiving Tuition Reimbursement or after one (1) year from date employee received Tuition Reimbursement.
DEFERRED COMPENSATION: A voluntary deferred compensation 457 plan is available.
FLEXIBLE SPENDING ACCOUNTS: are available where employees use pre-tax salary to pay for regular child care, adult dependent care and/or medical expenses.

- Handle the day to day contract administration including contract development, evaluation of bids and/or proposals, negotiations of contracts, and administration of contract terms and conditions;
- Ensure agreements are complete; define measurable services; supervise the completion of landscape field checks performed by City staff or contractors to assure work in conformance with approved standards and plans and immediately address performance issues;
- Conduct a variety of organizational and operational studies; recommend modifications to programs, policies, and procedures as appropriate;
- Manage and participate in the development and implementation of Parks and Facilities Section budget, goals, objectives, policies, and priorities; and
- Develop and implement a Parks and Facilities Master Plan, an urban forestry approach that promotes tree health and public safety within budget, and a sustainable financial plan for the City's Assessment Districts.

MINIMUM QUALIFICATIONS TO APPLYThe City is seeking a candidate who is dedicated to public service and has the following characteristics and skills:
- Extensive operational experience in parks landscape and facilities maintenance;

Education and Experience:
- Two (2) years of college with coursework in landscape maintenance, park administration, urban forestry, horticulture, facilities or project management, or a related field. Bachelor's degree preferred.
- Six (6) years of increasingly responsible parks and landscape management, tree management, and/or facilities management experience including three (3) years of supervisory experience.
- Possession of a valid driver's license.
- Possession of Arborist certification and backflow prevention certification is highly desired.
