Job Description
    DutiesSummary

    This position is located in the Department of Health And Human Services, Assistant Secretary for Preparedness and Response, headquartered in Washington, District of Columbia.

    Responsibilities

    Performs special research in mathematics, operations, and systems analysis for key activities of the Supply Chain Control Tower (SCCT) program.

    Leads in analysis of program operations, which require the application of operations research techniques, including mathematical modeling and statistical analysis.

    Designs targeted architecture and requirements including new data sources and visualization applications to improve government and non-government partnerships for public and federal response supply chain needs.

    Advises, recommends, and selects techniques for data collection and analysis based upon standard methodologies and established practices. Presents findings of data collection orally through briefings and/or presentations.

    Documents research and analysis of data studies in the form of internal reports, correspondence, and publications.

    Qualifications

    Basic Qualification Requirement For All Grade Levels:

    Must have at least a bachelor's degree in operations research; or at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus.

    Additional Qualification Requirements: In addition to meeting the Basic Qualification Requirement candidates must also:

    GS-09 Grade Level:

    A. Have at least one year of specialized experience, equivalent to the GS-07 level in the Federal service that included applying mathematical and statistical theories to conduct analytical research; and providing advisory assistance on a project that required analytical investigations using scientific methodologies such as calculations, analyses, and/or computations to solve problems.

    OR

    B. Have at least a two (2) years of progressively higher level graduate education leading to a master's degree or master's or equivalent graduate degree in a field directly related to the position. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that number cannot be obtained from the school, 18 semester hours should be considered an academic year of graduate study. (You must submit transcript.).

    C. Have a combination of experience as described in "A" above and education as described in "B" above.

    GS-11 Grade Level:

    A. Have at least one year of specialized experience, equivalent to the GS-09 grade level in the Federal service that includes applying mathematical and statistical theories to conduct analytical research; conducting analytical investigations using scientific methodologies such as probability statistics and trend analysis; and providing recommendations based on analytical research findings and evaluations.

    OR

    B. Have at least three (3) years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree in a field directly related to the position. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that number cannot be obtained from the school, 18 semester hours should be considered an academic year of graduate study. (You must submit transcript.)

    OR

    C. Have a combination of experience as described in "A" above and education as described in "B" above.

    For GS-12 Grade Level:

    Have at least one year of specialized experience, equivalent to the GS-11 grade level in the Federal service that includes designing, developing and adapting mathematical, statistical, and other scientific methods/techniques to analyze program problems of an organization; giving advice and insight about probable effects or alternative solutions to problems discovered through operational and scientific analysis; coordinating projects characterized by high visibility, unusual urgency or program criticality; and presenting information on the scope, methods and results of studies.


    Experience refers to paid and unpaid experience, including volunteer work done through national Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to gain employment. You will receive credit for all qualifying experience, including volunteer experience. If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.

    Education

    Foreign Education: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show that the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
