The Recruiter will work directly with the IMAP Program Management team to fill open positions and identify future hiring needs for the contract. The Recruiter will collaborate with the Alutiiq Recruiting Center of Excellence (RCoE) to ensure compliance with all recruiting/hiring practices and procedures.
Primary/Major Duties and Responsibilities (Essential Functions):
- Manages the full life cycle recruiting process for the IMAP contract.
- Utilizes the Company’s ATS to track applicants during the selection phase through on-boarding.
- Ability to efficiently and effectively fill open positions and ensure staffing levels are maintained for assigned project.
- Conducts advanced Boolean searches for hard to fill positions, such as highly cleared candidates, unique skill sets, etc.
- Performs phone pre-screen interviews for Hiring Manager.
- Schedules and assists Hiring Manager with interviews.
- Participates in regularly scheduled meetings with Project Management and the Federal Government customer to proactively establish a recruiting strategy and discuss overall staffing initiatives.
- Supports contract staffing requirements from contract award, transition through closeout.
- Builds and maintains networks to find qualified active and passive candidates.
- Participates in regularly scheduled RCoE Status Meetings.
- Collaborates with the RCoE to ensure company policies, practices and procedures are being followed in the performance of job duties.
- Uses social and professional networking sites to identify and source candidates.
- Uses metrics to create reports and identify areas of improvement.
- Responsible for tracking and submitting metrics to the RCoE.
Required Skills
Required Qualifications:
- Bachelor’s degree (or equivalent experience) in business, human resources or related field.
- Level III - Minimum 10+ years of Recruiting Experience.
- Level II - Minimum 5+ years of Recruiting Experience.
- Level I - Minimum 1+ year of Recruiting Experience.
- All Levels - Minimum 2+ years recruiting experience within the cleared government contracting environment.
Required Experience:
- Experience in technical or sourcing recruiting for an agency or corporation with an emphasis on lead generation, candidate quality and client management. A combination of education and experience may be considered.
- US Citizenship required.
- Effective analytical skills combined with collaborative oral, written and interpersonal communications.
- Accomplished in managing the recruiting process from requisition and posting through sourcing and offer acceptance; ability to move past the ATS and apply a personal touch with candidates.
- Successful full-life cycle staffing (active and passive) and assessing candidate quality.
- Active in Social and Digital media, networking and the recruiting arena.
- Ability to research and define sourcing strategies for critical positions or hard to reach candidates.
- Technical industry knowledge with the ability to understand needs, then translate requirements into effective job descriptions and sourcing strategies.
- Ability to work with cross-functional internal and external teams while communicating with executive leadership through to human resources specialists.
- Knowledge of applicable state and federal laws relevant to recruiting and hiring activities.
- Knowledge of federal and state regulations relevant to government contracting environment such as OFCCP, Service Contract Act, etc.
- Able and open to occasional travel to support customers and visit regional offices
