POSITION SUMMARY:
Position is contingent upon contract award.
Chi-Chack is seeking a qualified On-Site Program Manager to support the Foreign Service Institute. FSI requires administrative support, and other operational and training program support services across its components. The services under this contract are a blend of administrative support services and scope also encompasses a broad range of program support and professional service expertise necessary to deliver the critical training that FSI delivers.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
- Work closely with Contracting Officers (COs) to ensure effective and uniform contract administration as appropriate across FSI's Schools and Center.
- Assist FSI COs in mapping program vacancies and needs to applicable contract labor categories.
- Serve as the primary point of contact and liaison between the Contractor Company and FSI Contracting Officer Representatives (CORs). Coordinate with the Client and Government POCs to provide appropriate technical and procedural direction to contractor staff.
- Meet with the Client and Government POCs as needed regarding contractor performance and/or conduct, planning, and status updates
- Maintain schedules of all contract staff, on a spreadsheet/document that can be shared with the Government as needed, and provide approval for schedule changes in conjunction with the applicable Client POC or Government POC.
- Monitor and track contractor time and attendance to ensure that contractors are at work in assigned program offices.
- Inform the Government POCs of any and all issues requiring Government attention.
- Implement and enforce Government and contractor company policies with contractor staff.
- Monitor performance of contractor staff. Provide coaching, mentoring, counseling direction, etc. to contractor staff when issues requiring intervention arise.
- Track vacant/open positions, and facilitate the screening and replacement of backfill positions, ensuring all candidates are appropriately qualified.
- Facilitate the badging of new contractor staff and the escort of new staff to security briefings, as appropriate
QUALIFICATIONS, KNOWLEDGE AND SKILL REQUIRED:
- Bachelor’s Degree in Business Administration or a related academic discipline;
- Minimum five (5) years of experience managing a federal contract workforce of comparable size (150+) or six (6) plus years of progressively increasing management responsibilities in a government agency setting; or Associate's Degree plus 8 years of relevant experience as a tradeoff to a Bachelor's Degree and 6 years of relevant experience;
- Demonstrated experience managing federal contracts in excess of $5 million annual expenditures;
- Experience administering or managing contract(s) subject to the Service Contract Labor Standards (SCA) and the Fair Labor Standards Act.
- Excellent verbal and written communication skills in English.
- Proficiency using Microsoft Office Suite programs sufficient to perform assigned PM duties.
- Demonstrated leadership skills and experience to coordinate with various organizational stakeholder POCs.
- Ability to discern priorities.
PREFERRED QUALIFICATIONS, KNOWLEDGE, AND SKILLS:
- Project Management Professional (PMP) Certification;
- Demonstrated contract management experience in an educational or training context with an emphasis on adult learning;
- Prior experience with the Department of State;
- Secret clearance.
PHYSICAL AND ENVIRONMENTAL REQUIREMENTS:
- Work in an office environment and conduct professional tasks such as operate computers, projection technology, smartboards, phones, and other instructional/learning devices and materials
- Job may entail both standing and sitting for long periods of time with regular breaks
- Ability to use a computer monitor for extended periods of time
