Job Responsibilities

35% 1. As a staff of the Administrative Support Unit, serves as coordinator in processing all National Pollutant Discharge Elimination System (NPDES) permits and all State construction and operating permits including for sewers, sewage treatment plants, industrial treatment and pretreatment, sludge land application, spray irrigation, mines’ tax certifications, and agri-chemical endorsements in the Permit Section, Division of Water Pollution Control, Bureau of Water.

  • Utilizes a personal computer to perform a variety of paraprofessional technical and complex office support functions
  • Reviews, screens, logs-in, and keyboards applications into Agency database
  • Maintains database tracking for incoming applications all State and National Pollutant Discharge Elimination System (NPDES).
  • Generates tracking sheets and assigns applications to engineers for review as directed by Permit Section and/or Unit Managers.
  • Processing and mailing of draft permits, public notices, and final permits to other agencies, permittees and third parties as necessary.

30% 2. Serves as coordinator for the log in, initial intake, review and screening of permit applications and required documentation;

  • Maintains electronic database and other inventories of applicants and permittees, ensures efficient project tracking and program workflow;

  • Receives, sorts, and routes required permit documentation and correspondence, forwards applications and required documents to the assigned permit engineering staff for review.
  • Logs and tracks property tax certifications and agrichemical endorsements.

20% 3. Responds to written, electronic and telephone inquiries from applicants, consultants, general public, and Agency staff regarding the status of all state and National Pollutant Discharge Elimination System (NPDES) permits and their required documentation;

  • Coordinates with professional staff to ensure the receipt of complete applications, and the drafting of Notice of Incompleteness letters
  • Notifies applicant of incomplete applications

10% 4. Functions as a backup to BOW staff in the log in for processing of 401 Water Quality Certifications, U.S. Army Corps of Engineers (USACOE) Joint Application Program, tax certifications, agrichemical endorsements, and the State Construction and Operating Permit Programs.

05% 5. Performs other duties as assigned or required which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications

1. Requires knowledge, skill and mental development equivalent to two years of secretarial/business college, or completion of high school and two years of related office experience, or two years of independent business experience.

2. Keyboarding accurately at 30 words per minute.

Knowledge, Skills, and Abilities

1. Requires extensive knowledge of office practices, procedures and programs.

2. Requires extensive knowledge of composition, grammar, spelling and punctuation.

3. Requires extensive knowledge of basic mathematics.

4. Requires working knowledge of the logic of computer programs.

5. Requires ability to follow oral or written instructions.

6. Requires ability to operate commonly used manual and automated office equipment and perform routine maintenance.

7. Requires the ability to utilize a personal computer with knowledge of Microsoft Word, Access and Excel software.

8. Keyboarding accurately at 30 words per minute.
