Provide leadership and management of clinical and administrative activities for offsite location (s). Utilize managerial and clinical skills to model, motivate and monitor team performance in accordance with YNHH objectives and mission. Provide support to staff to ensure efficient operations. Helps coordinate schedule to assign and determine best staffing model to insure optimum efficiency in the delivery of patient care. Enforce policies and procedures in accordance with all regulatory and accreditation requirements. Oversee quality improvement activities, both clinically and fiscally. Exercise discretion and independent professional judgment related to assigned activities and in consert with management. Deliver midwifery services to a caseload of patients and ensure consistent efficient care/service delivery for all patients and families.

2. Ensure that desired patient care outcomes are achieved through safe and efficient utilization of resources.
3. Achieve seamless delivery of service by appropriately and effectively communicating with staff, Patient Service Manager, Practice Administrator and other hospital leaders, colleagues and physicians.
4. Provide input in developing and implementing core processes which achieve strategically relevant quality outcomes in the Center for Women's Health & Midwifery, and L&B.
5. In partnership with the Patient Service Manager, monitor staff compliance with YNHH policies, procedures and regulatory requirements, as well as with systems and processes developed to enhance patient care.
6. In partnership with the Patient Service Manager, articulate unit vision and utilize resources to ensure staff commitment to strategic and unit objectives.
7. Collaborate in developing a highly skilled multidisciplinary team who are utilized effectively.
8. KEY ACCOUNTABILITIES:
9. CLINICAL PRACTICE
10. Provides full scope ambulatory nurse midwifery services to women in caseload.
11. Provides care to individual caseload of patients collaborating with primary nurses, thus providing continuity of patient care.
12. Provides direction and supervision for nurse midwives, nurse midwifery students, YSN three year nursing students and on occasion as negotiated, medical students rotating through the Women's Center.
13. Collaborates with other health care professionals, including the Visiting Nurses Association to provide continuity of care for patients and families in caseload.
14. Provides professional development activities for nursing staff in CWHM and L&B.
15. Collaborates with PSM and Medical Director to ensure the quality of Nurse Midwifery services in the Women's Services utilizing standards and clinical outcomes.
16. Women's Services (CWHM, L&B) OBJECTIVES
17. Collaborates with division and unit leadership to design, develop, and implement clinically and fiscally responsive goals and objectives that strive for patient care excellence.
18. Monitors continuous performance improvement efforts that form a basis for unit/program activity.
19. Ensures successful unit programmatic changes based on trends related to market demands research and changes in clinical practices.
20. Monitors systems/processes that ensure effective unit/program operation.
21. Assists in the establishment of evidence-based practice standards requiring excellence from all team members.
22. Upholds and communicates practices and procedures that are consistent with institutional policies and strategies.
23. Understands and communicates all relevant regulatory standards to staff, ensuring that standards are met or exceeded.
24. Monitors systems to ensure effective utilization and availability of appointments, staff, equipment and supplies.
25. FISCAL MANAGEMENT
26. Understands and assists in the development of a unit budget to ensure the delivery of cost-effective, quality care.
27. Participates in financial forecasting and planning along with other members of the management team. Participate in developing volume and revenue projections for annual budget. Monitor variances in volume and work with clinical and administrative leaders to implement plans to meet goals.
28. Develops comprehensive analysis for financial and programmatic recommendations for division leadership utilizing consistent tools for resource analysis.
29. Communicates comprehensive rationale for financial decisions and determines level of understanding among staff and physicians.
30. Evaluates the unit/program operation for potential implementation of cost effective changes.
31. Analyze and monitor financial performance with the assistance of finance department. Demonstrate knowledge of review and submission of budget and be able to explain budget variances and prepares necessary justifications for overages.
32. Ensures that required resources are available (e.g. staff, technology) that meet unit/program priorities and reflect staff and physician input.
33. Ensures successful unit implementation of changes based on financial need.
34. HUMAN RESOURCE MANAGEMENT
35. Review the department schedule for staffing coverage of clinical and administrative services in advance to anticipate and act upon issues.
36. Monitor staff performance and provide guidance and support to promote improvement. Promote an atmosphere where staff is encouraged to express and contribute to the improved functioning of the facility. Hold staff accountable for achieving high levels of performance consistent with evidence-based practice.
37. Actively supports the integration of change through open communication and use of change management skills.
38. Monitors established systems to manage the on-going development of staff and conducts performance evaluations and for directly supervised staff and participate in performance management process for indirectly supervised staff.
39. In collaboration with Human Resources, ensures that systems/processes are in place for the recruitment and retention of adequate and appropriate staff to meet patient, regulatory, fiscal, and developmental requirements for the unit/program.
40. Ensures that all staff understand their roles in accomplishing unit strategic objectives.
41. Ensures effective internal and cross-functional team functioning of staff.

89. The Midwife manager has the authority to monitor and enforce unit/program vision, goals, and plans consistent with Hospital strategies and policy. She/he collaborates with the PSM and Medical Director to determine whether needed resources have been committed and facilitates the acquisition of additional resources when indicated.
90. In conjunction with the PSM and Medical Director, the Midwife manager has the authority to make changes in unit/program processes and systems to facilitate optimal health care delivery.
91. She/he facilitates the resolution of staff, patient, and physician issues within agreed upon financial and regulatory limits.The Midwife manager monitors and enforces policy as well as recommends changes to the PSM and Medical Director. She/he coaches, monitors, and documents staff performance and make recommendations for compensation and promotion.
92. The Midwife manager represents Yale-New Haven Hospital and the Department of Women's Services (CWHM, L&B) within the Hospital.
Qualifications:
EDUCATION
Registered nurse licensure; Certified Nurse Midwife license; requires both undergraduate and master's degree.
EXPERIENCE
Three (3) to five (5) years midwifery experience in culturally diverse setting.
LICENSURE
Fetal Monitoring certification
SPECIAL SKILLS
Ability to provide full scope ambulatory midwifery services. Ability to work both independently and in collaboration with physicians and staff.Commitment to teaching. Ability to direct a diverse work force in an in-patient & out-patient operational environment. Ability to manage and remain effective with multiple priorities. Excellent communication skills. Knowledge of and proficient in the operation and use of a variety of computer-based information systems that facilitate care delivery. Knowledgeable of Quality Improvement processes, and capable of implementing concepts. Ability to implement and support change required.
PHYSICAL DEMAND
