POSITION:
Labor Investigations Information Specialist


REPORTS TO:
Executive Director of Internal Investigations and Security


PRIMARY FUNCTION
: Under the direction of the administration in the Office of Labor and Legal Services and the Office of Talent Management, performs duties in regard to implementation of twelve collective bargaining units. Participates in the administration of labor relations’ activities for the Hartford Public School System, including, but not limited to information requests, employee misconduct investigations, harassments, grievances, arbitrations, bargaining unit contracts, and other duties as required.


TYPICAL DUTIES AND RESPONSIBILITIES:


  • Process all information requests, including requests under the Freedom of Information Act.
  • Investigate allegations of employee misconduct and harassment complaints
  • Analyze the information gathered as a result of the investigation and reach conclusions concerning the credibility of the individuals interviewed.
  • Testify in any proceeding, in which the Hartford Public Schools is a party, that occurs as a result of an investigation
  • Ensure that the investigation process is understood and followed by all employees within the Hartford Public Schools
  • Develop good relations with outside agencies that might share responsibility for investigating employee misconduct

(i.e., Department of Children and Families, etc.)

  • Ensure compliance of investigation process, to include the compliance of DCF referrals made by district staff.
  • Prepare a variety of documents and gathers information relating to the handling of discrimination complaints/collective bargaining (such as wage surveys and

contract settlement reports).

  • Gather information in the preparation of cases and works with the City Corporation Counsel and other legal representatives/outside agencies as required.
  • Perform administrative support functions using applicable computer programs and office equipment.
  • Attend training to update computer and other skills and knowledge related to position.
  • Provide assistance to the Office of Talent Management as necessary.
  • Perform all other tasks as directed by the Executive Director of Security and Internal Investigations, the Executive Director of the Office of Talent Management and

the Labor Manager


SKILLS, KNOWLEDGE, QUALIFICATIONS AND EXPERIENCE:


  • Bachelors degree supplemented by college courses, business training, in-service offerings or on-the-job training in labor relations, labor law, or human resources.
  • Minimum of two years experience in labor relations/human resources.
  • Paralegal training preferred.
  • Demonstrated knowledge and use of legal terminology.
  • Must have at least three (3) years of experience in complex, sensitive and responsible clerical work, including contact with the public.
  • Ability to present a professional appearance of oneself and exhibit professional office decorum.
  • Must be able to establish and maintain an effective working relationship with diverse staff, administrators, and public at large.
  • Considerable working knowledge of the labor relations field including the intricacies of collective bargaining, grievance processing and arbitration. Working

knowledge of the Board’s collective bargaining agreements is preferred.

  • Demonstrated knowledge of Microsoft Windows products.
  • Ability to make-work decisions in accordance with rules, regulations and departmental policy and procedures.
  • Ability to maintain a high level of confidentiality.
  • Ability to work under difficult time constraints and handle pressure situations.
  • Excellent organizational and record keepings skills required, coupled with excellent communication skills both orally and written.
  • Ability to speak, read and write both in Spanish and English fluently is preferred.
  • A certain degree of creativity latitude is required.
  • Ability to work under limited supervision.
  • May periodically work an extended schedule to meet the needs of the department.
