Job Description

Opportunity

The International Development Division (IDD) and Local Health Sustainability Systems (LHSS) project, a USAID-funded global health systems strengthening project, seeks a mid-level monitoring, evaluation and learning (MEL) specialist to support activity planning and implementation. This position will be an integral part of the LHSS project’s global MEL team, and will work closely with project technical staff, in-country teams, and operations and finance teams in Rockville.

Key Roles and Responsibilities

  • Conceptualize and contribute to the development of draft LHSS Activity MEL plans (mostly country-led activities) following initial buy-ins, and annually afterwards. This includes collaborating with the country teams and facilitating meetings to design MEL plans, including theory of change, results framework, learning agenda development, indicator selection and development of indicator reference sheets.
  • Identifying processes, tools, and approaches to support standard operationalization of LHSS global indicators for use at country level.
  • Provide support to in-country MEL Director/Manager/Lead in the costing of and overall implementation of multi-year activity MEL plans.
  • As needed and depending on workplan/scope, collaborate with tech/field teams to identify opportunities to conduct activity-specific research including leading MEL activities in the field.
  • Ensure quality of all MEL products (e.g., IRB/ethics packages including protocols, analysis plans., interview guides, surveys, data management plans, consents; research and evaluation reports (baseline/endline) quarterly reports, annual reports, etc.)
  • Support the development of processes, procedures, and systems for data quality assurance (DQA) including to ensure alignment with the Quality Assurance strategy of the project data. Will include collection, analysis and reporting processes and procedures to measure, assess, and report on LHSS project Activity results at the country level. Aligned with this is the management of Activity-specific MandE 2.0 dashboards for Key Performance Indicators. (KPI), data visualization and analysis for internal and external audiences; to drive and inform core and country-program activities (following buy-ins).
    • MandE is Abt's in-house integrated project data management platform that has been effective in tracking project deliverables across geographies and technical areas.
  • Champion activity learning and contribute to the progress of the learning agenda, including facilitating activity pause and reflect sessions, coordination of learning groups with Senior Technical Advisors (STAs), and review of activity data to inform programming decisions (internal learning), etc.
  • Support recruitment, selection, and training/onboarding of activity MEL team.
  • Support training of data collection teams and data managers as needed.
  • Anticipate relevant local and international conferences and organize abstract submissions.
  • Contribute to division-wide MEL initiatives, capacity strengthening, and writing/leading MEL components of business development bids as priority bids are determined.

Preferred Qualifications

  • MPH or Master's in international health, epidemiology, infectious disease, M&E, public health or related field.
  • At least 5 years of experience working on international health M&E issues, with extensive USAID experience desired.
  • Experience working on short- or long-term international development assignments.
  • Experience developing comprehensive MEL plans, including designing theories of change, logical frameworks and/or logic models.
  • Experience with quantitative and qualitative data management and analysis, conducting rigorous monitoring, evaluation and research in health systems strengthening, working across systems and any other health technical areas - maternal, child and newborn health, malaria, HIV/AIDS, TB, etc. desired
  • Experience with electronic data capture (including mobile technologies and solutions) and related data management processes.
  • Some experience directing or implementing adaptive management and learning systems or processes in international development technical assistance programs.
  • Experience with statistical analysis packages, qualitative analysis packages, and data visualization tools.
  • Fluency in English oral and written communication.
  • Proficiency in Spanish desired.

Monitoring Evaluation and Learning Specialist 3 : Bachelor’s Degree + Five years of relevant experience, or Master’s Degree + Three years of relevant experience, or PhD

Monitoring Evaluation and Learning Specialist 4 : Bachelor’s Degree + Nine years of relevant experience, or Master’s Degree + Seven years of relevant experience, or PhD + Four years of relevant experience

This position offers an anticipated annual base salary range of approximately $69,118.15 to $146,254.01 and may vary by ten percent depending on candidate geographic location. Salary offers are made based on internal equity and market analysis.
