Job Description
Overview: The Medical Care Lead arranges for the medical and dental care to Unaccompanied Children (UC), such as administering and ordering medication, coordinating and transporting UC’s to medical assessments and diagnostic testing, and following medical treatment as prescribed by a licensed medical or clinical professional in accordance to Agency policies, licensing and funding standards, and other federal, state, Commission and Accreditation of Rehabilitation Facilities (CARF) standards and local regulatory requirements including local Health Department. Additionally, the Medical Care Supervisor is directly responsible for supervision of and management of the medical staff, inclusive of their duties and responsibilities. Work Standards
  • Coordinate initial medical screenings with designated pediatric clinic within required ORR timeframes
  • Provide UC with routine health screenings and perform basic health assessment; assess each UC’s unique medical needs and ensure they are properly met in a timely manner; report routine medical needs to the medical, clinical, case management and direct care staff per Agency policy and licensing standards
  • Provide immunizations and TB screenings as per ORR requirements or local Health Department requirements
  • Administer medication and treatment to UC as prescribed or as needed in accordance with licensing standards and nursing practices; coordinate medical appointments and follow through on medications and treatment as prescribed; coordinate and oversee the prescribed nutritional needs and diet and fluid intake for UC as prescribed
  • Support and enforce infection-control policies and procedures
  • Facilitate trainings for staff, such as dispensing prescribed, over the counter and psychotropic medication, blood borne pathogens, and CPR/1st Aid
  • Other duties and special projects as assigned
Communication
  • Keep medication files and maintain inventory of all prescribed medications; order medication and supplies as needed
  • Create, update, and maintain accurate and up-to-date UC case files and records with information pertaining to nursing care, child’s medical history, treatment plans, and observations; chart all pertinent information in the UC case files/records in accordance to Agency policy and licensing standards
  • Complete insurance forms and other paperwork as relates to treatment plans, placement and discharge summaries, and administration of medication
  • Complete monthly, quarterly, and annual reports as requested and to remain in compliance with licensing and funding standards
Fiscal Management
  • Work closely with Program Director to prepare the annual program budget to meet UC needs and program goals and objectives
  • Manage and control resources and materials to ensure quality, adequacy of supply (inventory) and cost control within budgetary allowances
  • Maintain accurate records of expenditures and operating costs to determine effective cost control
  • Review, approve, and submit procurement receipts according to Agency guidelines and established deadlines

  • Assist with the assessment, development, and evaluation of a UC individualized service plan based on their needs and medical condition; use care plans as a basis for providing therapeutic care to UC
  • Monitor UC response to treatment plans and identify adverse medication interactions and notify Program Director and other clinical and medical staff as deemed appropriate
  • Work closely with clinical and program team to admit, transfer, and discharge UC as directed
  • Use assessment information and UC care during the shift to develop a care plan that accurately communicates the required and needed information for incoming shift to care for the UC properly and adequately
  • Respond to all crisis situations in a timely manner; ensure all Program departments are properly notified in a timely manner; report incidents according to licensing standards
  • Seek guidance when encountering nursing procedures and responsibilities that have not been mastered
  • Assist with the safe and physical evacuation of UC during an emergency or natural disaster
  • Provide medical services for medical emergencies as they arise remotely or on-site as required
  • Provide on-call services including direct assistance to minors, foster parents, and staff if minor is sent to an Emergency Room or other medically related emergency as needed
  • Cover shifts, provide support and respond to needs as they arise
  • Work closely with the Program Director and staff to ensure UC are receiving the highest quality of care and the program is operating efficiently and effectively and is meeting the goals and objectives of the program and the needs of the UC

  • Manage and support all medical staff to ensure the environment is clean and safe and meets sanitation standards
  • Establish department and program goals and objectives and ongoing support and coaching to ensure all medical staff is working efficiently and effectively to meet the needs of the UC and meet program goals and objectives
  • Coach and support staff to ensure they have the necessary tools and resources needed to optimize performance and ensure established program goals and service delivery is achieved at the highest quality level; provide ongoing support and coaching to all direct report to ensure the facility is operating effectively and efficiently in accordance to established programs goals and objectives
  • Work closely with Program Administration and management team to interview, hire; arrange for external training and provide and/or coordinate in-service training for staff development
  • Regularly review employee performance and provide supportive and constructive feedback
  • Complete, conduct, and submit the 90-day and annual employee evaluations per the established due date

Qualifications:Minimum Qualifications
  • Associate degree in medical or sciences field and 1-year child welfare experience; additional years of experience will be considered in lieu of education requirement
  • Current LVN license to practice in the state of Texas
  • 3 years’ nursing experience
  • 1-year supervisory experience, directing, managing, and leading at least two direct reports
  • Ability to maintain a professional approach and build a rapport and trust with UC and internal stakeholders
  • Consistently follows established standards, policies, and procedures in providing care
  • Strong writing skills with the ability to document and maintain accurate UC files/records
  • Strong customer service, interpersonal, and people skills; ability to work and interact with diverse groups of people and handle stressful and emotional situations
  • Strong relationship management skills with the ability to work with a team in a collaborative manner
  • Strong time management and organizational skills with the ability to pay very close attention to details and meet deadlines
  • Ability to resolve conflict and respond to resident issues with professionalism, tact, and empathy
  • Proficient in use of personal computers, Microsoft Word, Excel, and Outlook, and information systems used to document and record UC information
  • Bilingual (English and Spanish based on service area and service population)
Preferred Qualifications
  • Current RN license to practice in the state of Texas
  • Nursing experience with pediatrics and/or adolescents, highly preferred
Physical Demands & Work Conditions
  • This position will require continuous viewing of a computer screen, sitting and standing for long periods of time and frequent walking
  • Requires the ability to safely perform movements, such as pushing, pulling, lifting, bending, kneeling, reaching, and lifting
  • Position works in a child facility and has constant exposure to children
  • Lift, push, pull, move up to 50 lbs.
