HSE REPRESENTATIVE (Technician Level I)
JOB SUMMARY:
Employees in this job perform and complete a variety of professional assignments involving the review,investigation, and analysis of workplace health, safety and environmental operations, equipment, and production methods in the shipyard industry and construction workplaces to ensure the HSE rules and regulations are appropriately adhered to providing a safe and healthy work environment for workers while ensuring environmental sustainability. The work is performed through application of knowledge, practices, rules, policies and regulations related to industry and construction standards to minimize potential safety and health risks in the workplace. The emphasis is on working to develop and implement a safety-first culture, including training to achieve desired objectives and mitigate risks.
ESSENTIAL FUNCTIONS:
- Team building interaction with field employees, management, subcontractors and client.
- Perform documented on-site risk assessments and audits and implement corrective actions.
- Ensure operations and subcontractor personnel have planned their work all hazards have been recognized and mitigated.
- Participate in documented weekly safety meetings with employees and subs.
- Perform field monitoring and sampling such as light, noise, visual emissions and gas detection.
- Investigate, provide detailed reports and track all incidents and near misses then help provide solution to prevent re-occurrence.
- Study, implement and enforce company HSE policy and program as well as state and federal regulations.
- Provide support to operational personnel ensuring all risks are addressed.
- Update all required inspection logs for company and client pertaining to HSE programs such as SDS, First Aid Stations, Spill kits, Competent Person, etc.,
- Provide input to help develop, update and maintain HSE Plans for site specific tasks: Lift Plans, Fall Protection Plans, JSA's and Severe Weather Plans.
- Ensure PPE is available for use and trade in/purchase program is followed.
- Provide 1st Aid, CPR, and be a 1st responder to emergencies as needed
- Environmental awareness & record-keeping such as spills, pollution prevention, cradle to grave disposal for hazardous waste.
- Review evaluate and analyze existing workplace procedures and HSE management systems then identify areas of improvement and provide feedback.
- Complete miscellaneous assignments and projects as assigned.

- Work effectively with others, while also being assertive when necessary.
- Follow instructions and guidelines set forth by the company and department.
- Available to work through the week, weekends and split shift as needed.
- Bilingual preferred.
KNOWLEDGE, SKILLS AND ABILITIES:
- Knowledge of shipyard industry and ability to recognize risks inherent to the industry (preferred)
- Ability to identify hazards/issues, build and implement best practices and continuously improve safety programs.
- Skill and experience implementing safety processes based on broader organizational goals.
- Knowledge of applicable OHSA, EPA, USCG, NFPA state and federal standards, regulations, laws and orders. Proficient use of Microsoft Office (Word, Excel, PPT & Outlook) & Adobe Acrobat products.
EDUCATION AND EXPERIENCE:
- Minimum one (1) year of HSE related work experience performing similar duties is required.
- Various OSHA competent person courses (confined space, fall protection, GHS, etc.)
- High School Graduate or GED required.
- OSHA 30Hr. (preferred)
- First Aid / CPR Trained
- Experience with gas detection equipment (preferred).
