Job Description

Performs moderately complex managerial work under the supervision of the Newborn Screening Genetics Branch Manager. Work involves management and supervision of a team of registered nurses and public health and prevention specialists responsible for the clinical care coordination of newborns with abnormal genetic screens. Responsible for day-to day operations including monitoring and ensuring daily workloads are addressed. Performs all aspects of the hiring and performance management processes. Responsible for ensuring staff adherence to program goals and objectives. Assists in developing guidelines, procedures, rules and regulations for program operations, and assists with developing standards for achieving established goals. Works closely with the medical director for medical guidance and laboratory staff on a day-to-day basis regarding abnormal screens. Oversees quality assurance-related activities for the team. Represents the Newborn Screening Program in inter/intra-agency meetings and projects. Plans and coordinates annual medical consultant meetings. Works under general supervision with limited latitude for the use of initiative and independent judgment.

Essential Job Functions:
Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.
(30%) Manages the daily program activities of a Newborn Screening Clinical Care CoordinationTeam. Works closely with the Nurse Team Lead to ensure professional follow-up of infants and children with clinically significant abnormal screens identified through the Newborn Screening Program process. Utilizes the laboratory information system and Microsoft Office software such as Word, Excel and Access to manage program data, and to oversee and perform clinical care coordination activities, including locating infants in need of treatment or retesting. Coordinates with the unit medical director, regional case management staff, hospitals, providers, physicians, public health professionals, and consultants for clinical care coordination follow-up issues.

(25%) Coordinates on a daily basis with the Branch Manager, medical director, laboratory staff, and medical consultants regarding Newborn Screening activities and issues. Continuously monitors and oversees quality assurance activities conducted by the Nurse Team Lead to ensure appropriate clinical care coordination and follow-up. Plans and conducts regular team meetings to ensure adherence to protocols, policies and procedures. Evaluates program effectiveness and develops/implements recommendations for improvement. Participates in policy, procedure, and protocol development, implementation, and modification on a regular basis.

(25%) Supervises and performs all hiring and performance-related duties for the team. Ensures that all staff receive required training and addresses all personnel issues in a timely manner. Provides mentoring and coaching to all staff as necessary.

(15%) Represents the Newborn Screening Team and Newborn Screening Genetics Branch in regularly scheduled meetings. Plans and coordinates annual consultant meetings. Leads and/or participates in ongoing and new projects. Periodically develops and makes presentations to groups and stakeholders. Acts as a resource on clinical care coordination issues for internal and external customers. Participates in reviewing and developing program educational materials and literature.

(5%) Other duties as assigned may include but are not limited to actively participating and/or serving in a supporting role to meet the agency's obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation. Such participation may require an alternative shift pattern assignment and/or location.



Knowledge Skills Abilities:
Knowledge of disorders screened for by the Newborn Screening Program.
Knowledge of public health rules and regulations, and public health services in Texas.

Registration or Licensure Requirements:
None required.

Registered Nurse in the State of Texas or a state that recognizes reciprocity through the Nurse Licensure Compact is preferred.



Initial Selection Criteria:
1. Experience in managing a healthcare and/or public health related organization or program.
2. Experience interpreting and applying public health rules and regulations.
3. Experience using computer systems and/or databases, and Microsoft Word, Excel, and Access.
4. Experience developing protocols and procedures for program operations.
