Raytheon Intelligence & Space (RI&S) has an excellent opportunity within the Integrated Estimating & Pricing Solutions (IE&PS) organization for a Manager, Estimating & Pricing. This is a high visibility senior pricing position within a dynamic organization focused on creating winning cost proposals to help achieve business goals.
Job Duties:
This position offers visibility and requires extensive contact with all proposal team members, subcontractors, customers, and RI&S Senior Leadership in the development of Cost proposals. This includes proposal development for ongoing programs, Engineering Change Proposals (ECP’s) and leading competitive new business pursuits. The ownership of this activity, in concert with the other proposal volume stakeholders, is key to winning new business. Activities include planning, leading and performing pricing and cost proposal development in accordance with customer requirements and current government regulations, laws and company policies.
Additional activities include, but are not limited to:
You will be responsible for all pricing support functions from pre-RFP activities through proposal negotiations. These activities include; forming, planning and guiding the proposal cost team, managing all cost volume development activities such as compiling cost, schedule and technical elements in accordance with the Request for Proposal (RFP) specifications. The development of complex Excel-based cost models is crucial for strategy development, Leadership Team pricing reviews and submission. Your presentation skills will be critical for successful senior management pricing reviews.
You will also provide training and mentoring to junior pricing analysts to ensure organizational capabilities are met and individual growth is accomplished. Developing Relationships is critical to the success of this role, so you are committed to excellence and be detailed oriented.
Required Skills/Qualifications:
Demonstrated ability to lead large cost teams in very dynamic environments with proven Proposal Management skills
Demonstrated ability to lead, manage and mentor a team of junior pricing analysts is required
Able to work both independently (self-guided) and as an integral team member in a highly dynamic work environment
Excellent written and oral communication skills with demonstrated experience briefing all levels of Management
Advanced skills utilizing Microsoft Excel, proficient in other MS Offices software (PowerPoint & Word)
Excellent working knowledge of Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation Supplement (DFARS) and other Government Procurement regulations as they pertain to Bid/Cost proposals
Experience in proposing different contract types (CPFF, CPIF, CPAF, FPIF, T&M, Incentive Fee) with an understanding of financial implications on program implementation of each contract type
Demonstrated ability to think strategically and be detailed oriented.
8 years applicable experience with a Bachelor's degree in Accounting, Business Management, Finance, Economics, Marketing or related discipline OR 5 years applicable experience with a related Master's degree.
This position requires U.S citizenship with the ability/willingness to obtain a Security Clearance.
Desired Qualifications:
Experience working on competitive and sole source proposals in excess of $100 Million
Experience with International Pursuit pricing
Knowledge of the Service Contract Act (SCA) and its applications
Course work towards or a Master's degree in Business Administration is also desirable
Miscellaneous:
Travel may be required to other company facilities based upon proposal location, possibly up to 10% of time
