Job Description
    DutiesSummary

    This position is located in the Office of the Chief Financial Officer (OCFO), Associate Chief Financial Officer for Financial Policy and Planning (ACFO-FPP), Internal Controls Division (ICD).

    The incumbent of this position will plan, organize, analyze, and evaluate the overall effectiveness, economy, and efficiency of USDA programs that include travel management, credit reform, debt management, performance measurement, and other related fiscal policy areas.


    Responsibilities
    • Analyzing and evaluating the effectiveness, economy and efficiency of USDA administrative programs that include financial management, audit management, debt management, performance management and related administrative areas.
    • Analyzing new or proposed legislation or regulations to determine impact on program operations and management.
    • Applying Federal Budget and appropriation processes, laws regulations, policies and procedures governing and agency?s salaries and expenses budget formulation and execution activities.
    • Conducting studies of employee/organization efficiency and productivity and recommending changes or improvements in organization, staffing work methods, and procedures.

    Qualifications
    Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including specialized experience, as defined below.

    Time-in-Grade Requirements: Time and grade requirements must met by closing date of this announcement.

    Specialized Experience: At least one year of specialized experience equivalent to the GS-12 grade level. Specialized experience is defined as: Knowledge of agency programs and activities; Interpreting agency missions, policies, and objectives; Assessing program development or execution and improving organization effectiveness and efficiency; Understanding budgetary and financial management principles and techniques as they relate to long range planning of programs and objectives; Application of fact-finding and investigative techniques; Preparing presentations and reports.

    Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education
