Job Description:
L3Harris Communication Systems (CS) is seeking a candidate for the position of Lead, Industrial Security, as the Facility Security Officer (FSO) position at our Londonderry, NH facility, with a strong attention to detail and the ability to roll out new processes and procedures as required to comply with all associated policies, procedures and regulations. This role shall be responsible for the development, implementation, management and direction of NISPOM established security requirements for all Department of Defense (DoD) classified contracts. As the FSO, they will manage the facility’s entire security program ensuring compliance with the National Industrial Security Program (NISP), Contract Security Classification Specification (DD254), Program Classification Guides and L3Harris policies and directives. Commensurate with the position of FSO, they will be responsible for execution of all NISPOM related security functions including industrial, physical, personnel (PERSEC) and information security; comprised of Insider Threat program development and execution, Counterintelligence, document control, program security support and access control to DoD programs, accredited areas and information. This position includes compliant and effective execution of responsibilities as the facility’s primary Communications Security (COMSEC) Account Manager ensuring COMSEC program management, handling and accountability. The FSO will ensure establishment and execution of robust security programs including facility physical security, Crisis Management planning and interface with executive staff to provide all security related activities for the CS IVS business unit. The FSO manages, oversees and implements the CS Security Education and Training Program to ensure compliance with all government directives and consistency with L3Harris requirements. The FSO will ensure compliance with all security policies including government and L3Harris requirements for safeguarding information, physical security of facilities, and the safety and security of all employees, visitors, assets and information.
The successful candidate will work as a team player, exhibit flexibility, dedication and the expectation of excellence required of a seasoned security professional while working and making decisions independently based on general guidance, and without direct supervision.
Essential Functions:
- Ensure compliance with NISPOM, Federal security regulations and company security policies and procedures to ensure effective, compliant and efficient operation of the business units’ security programs.
- Develop, implement, and administer policies and programs related to the following areas: physical security, incident management, international travel, personnel security, communications security, access control, etc.
- Oversee and direct activities of contract security guard force; may include management and administration of security contracts, statements of work, and procurement of goods and services.
- Develop and implement effective security training and education to include initial, refresher and continuing education programs; Operations Security (OPSEC); Insider Threat and Foreign Travel programs; security operations Standard Practices & Procedures (SPP) and Standard Operating Procedures (SOP).
- Lead investigations/inquiries of security-related incidents and issues.
- Serve as the main POC for all government and customer security audits; and manage all internal site self-assessment schedules and reviews.
- All other Security duties required to maintain successful and approved systems that best support the business’ needs.
Basic Qualifications:
- Bachelor’s degree and + 9 years’ prior relevant experience; or 15 years progressive industrial security administration experience. Substitution of additional relevant education and experience for stated qualifications may be considered.
- Current DoD Secret security clearance eligibility; Must be a US citizen with the ability to obtain a clearance.
Preferred Qualifications:
- Bachelor’s degree in Security Management, Homeland Security, Security Administration, Criminal Justice, Industrial Security Management, Information Systems Security, Information Technology Management or other relevant experience
- FSO certification via current established Defense Counterintelligence and Security Agency (DCSA) criteria
- Familiarity and experience with SIMS, e-Qip, NISS, DISS, etc.
- Successful completion of NSA COMSEC Account Manager/Custodian training; experience and knowledge managing/administering COMSEC accounts and/or programs
- Strong knowledge of and experience ensuring compliance with National Industrial Security Program Operating Manual (NISPOM)
- Industrial Security Professional (ISP), Certified Protection Professional (CPP) or other relevant professional security certification
- Proven ability to develop and establish an effective security awareness, training, and education program; develop, administer and execute requirements set forth in Technology Control Plan (TCP) for foreign visitors
- Self-starter with ability to work independently; customer service orientated
- Strong attention to detail and the ability to teach and train Sector personnel on the benefits of a robust Security System and the associated controls
- Excellent written and oral communication skills
