Job Description

Title: Junior Contract Specialist

Provide the full-range of professional acquisition and contract support services that are necessary to successfully support the entire cradle-to-grave contract lifecycle span of a procurement; beginning with requirements definition and acquisition planning and ending with contract completion and closeout (that is also referred to as “cradle-to-grave” contract administration)

Education/Certifications/Experience:

  • Baccalaureate degree from an accredited institution or Completion of the permitted 24 semester hours of business-related college courses[1] as set forth by the Federal Acquisition Certification in Contracting (FAC-C) Program; and
  • No less than 2 years federal contracting experience acquired in a corporate or government environment.

Position Requirements:

  • Shall possess general knowledge of the Federal Acquisitions Regulation (FAR) and how to research subjects;
  • Shall possess a general understanding of how the Federal/Commercial relationship functions while in a contractual arrangement;
  • Shall possess a general understanding of the roles/responsibilities of those individuals (project directors, engineers, logisticians, price analysts, COs, CORs, legal counsel and financial specialists) that support and enable the effective and efficient execution and management of a Federal contract;
  • Shall possess the ability to research applicable laws, regulations and policies that may arise across the entire life-cycle of a procurement;
  • Shall possess the ability to properly interpret and report on requirements set forth by law, regulation and policy in relation to a proposed/planned contract action or decision;

Shall have interpersonal skills (oral and written) to clearly and concisely communicate in an effective manner with acquisition teams and related stakeholders.

Typical Areas of Responsibility (AOR)*

Successful candidates will be able to perform the below areas of responsibility, with some explanation:

  • All facets of contract file maintenance (drafting, organizing, maintaining, etc.);
  • Supporting and enabling contract negotiations (scheduling meeting, creating meeting minutes, memorandums, etc.);
  • Conducts preliminary reviews of contract action requests (new awards & modifications);
  • Processes and develops contract action request packages (new awards & modifications);
  • Conduct price & cost analyses;
  • Supports and enables various types of internal and external meetings;
  • Administers contracts from award through the point of contract close-out or termination; and
  • Assesses and recommends to the CO findings relative to third party contractor’s compliance with contract clause-terms and conditions, price and delivery readjustments, excusable delays, claims arising out of contacts, etc.


Additionally, candidates must be able to interoperate in a professional business environment, and continuously meet high standards with regard to Written documents, Data Entry/Database Maintenance, Customer Service, and Data Analysis Reports (Typically Excel/Access Type File Formats).
