Summary: Sevan is looking for an experienced Construction Manager to be responsible for the surveillance of complex construction projects and will be expected to deliver surveillance reports on all phases of construction for compliance with plans and specifications in respect to workmanship, materials, installation and construction methods. Become familiar with contract plans and specifications relative to all phases of construction and provides recommendations of any necessary changes, risk management, scheduling, budgeting, and other project life cycle requirements. The Junior Construction Manager will deliver assistance to the Government for construction contract administration, investigating and managing change orders and claims, developing detailed inspection control methods, and overseeing safety plans in coordination with Government personnel.
Essential Duties/Responsibilities: (additional duties may be assigned)
- Provide surveillance at construction sites to resolve apparent differences, and deliver opinion to government personnel, surveys quality assurance programs related to projects and discuss changed conditions.
- Communicate with project managers, resident engineers, and construction representatives in matters pertaining to progress of submittal processing.
- Organize and file all engineering and technical documents; maintains files; gives presentations at the contractor's conference; contacts project managers about review completion; acts as contractor liaison; delivers submittals to project managers and resident engineers; and utilizes Corps of Engineers automated information systems as required.
- Performs a variety of work relative to planning and evaluating construction means and methods for various technical engineering alternatives relative to project work, reviewing and/or preparing a wide variety of engineering estimates, coordinating with and advising others, and participating in bid opening and negotiation meetings as technical advisor or for informational purposes; plans, evaluates, reviews, and/or prepares a wide variety of engineering estimates
- Interpret plans and specs, documents, and schedules rapidly to identify risks and create solutions.
- Build a quality assurance and safety plan.
- Manage subcontractor procurement, negotiations, and management
- Manage subcontractor procurement, negotiations, management, invoicing and payments

Education/Experience:
- Bachelor's degree in construction management preferred and 5+ years of complex construction experience
Preferred Qualifications:
The applicant must have experience and/or qualifications in one or more of the following specialized skills or codes:
· Medical Gases (NFPA 99)
· Life Safety Code (NFPA 101)
· National Electric Code (NFPA 70)
· Plumbing (IPC)
· Fire Protection Systems (NFPA 13 & 72)
· HVAC/TAB (ASHRAE/AABC/NEBB)
· Building Commissioning
· Communications & Security (IT, Nurse Call/Code Blue, Imaging & IDS/PACS, ICD 705)
· Biomedical Engineering (CT, PET, CATH, MRI, etc.)
· Transport/Equipment (Patient Lifts, Elevators, Transport Systems, Pneumatic Tube, Food Service,
Sterilizers, Mortuary, & Laboratory)
· Dredging
· Welding Inspection
· Painting and Metalizing Inspection
· Environmental HAZWOPER, site sampling (40 hour HTRW course and current 8 hour refresher)
· Airfield Paving and Concrete
