SUMMARY

The Target Systems Analyst Junior Level will provide professional intelligence to full time employees (FTE) with experience in developing target intelligence materials in accordance with Chairman, Joint Chiefs of Staff Instruction (CJSCSI) 3370.01C “Target Development Standards”. These FTE’s shall perform target strategy intelligence planning support, target discovery and intermediate target development (ITD) as part of a surge effort to support ongoing deliberate Joint Intelligence Operations Center Europe (JIOCEUR) target planning.

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Provides EUCOM J2-T (ECJ2-T) directed targeting requirements to identify, prioritize and develop targets for inclusions in The United States European Commands (EUCOM) Joint Target Lists (JTL), Restricted Target Lists (RSL) and No-Strike Lists (NSL).
  • Participates in EUCOM Target Development Working Group Video Teleconferences (VTCs) and recurring analytical collaboration meetings with ECJ2-T, staff, and components.
  • Prepares target folders in conjunction with and per the direction of the ECJ2-T Target Development Branch Chief.
  • As required, conducts periodic visits to Headquarter ECOM in Stuttgart German, Joint Analytic Center-Molesworth in the United Kingdom, Naval Forces Europe in Naples, Italy and other European and continental United States-based intelligence organizations in order to facilitate the perpetrations of TSAs and target materials in accordance with protocols reached during advance coordination.

SUPERVISORY/MANAGEMENT AUTHORITY

  • This position will not have supervisory and/or management authority.

EDUCATION AND EXPERIENCE

  • A High School diploma and/or GED equivalent is required.
  • 4-6 years of imagery analysis experience in the Intelligence Community at the national, service, or operational level
  • Experience in authoring technical intelligence analysis products.
  • Experience in producing summary and detailed reports, detailed mission graphics, database remarks, and ad-hoc reports in support of team production.
  • DoD or Service Level Geospatial Analyst and/or Imagery Exploitation Certifications (preferred)
  • DoD or Joint Level Basic/Intermediate/Advance Target Development Course Certification (preferred)
  • Joint Intermediate Target Development (JITD) course (preferred)

KNOWLEDGE, SKILLS AND ABILITIES

  • Knowledge of and ability to perform all work in accordance with Chairman, Joint Chiefs of Staff Instruction (CJSCSI) 3370.01C Target Development Standards, European Command Memorandum (ECM) 3303.01 EUCOM Targeting and ICD 203 IC Analytical Tradecraft Standards.
  • In-depth knowledge of GEOINT processing systems such as iSpy, RemoteView, DIEE, NES, NPW, JTT
  • Working knowledge of all DOD common all-source and GEOINT specific soft copy and multi-spectral exploitation functionalities, systems, and databases used for production.
  • Ability to multitask and work both independently or in a team
  • Knowledge of Intelligence Community policies, entities, missions, resources, operations, capabilities, databases, and requirements to perform intelligence research and operations planning, targeting analysis, and other intelligence related activities.
  • Excellent communication skills, people skills, management skills, writing skills and quality control skills.
  • Strong attention to detail and a record of accomplishment of high performance.
  • Ability to prioritize and multitask.

  • Top Secret/SCI security clearance verifiable in DISS is required.
  • Candidates will be subject to a US federal government background investigation and must favorably pass a drug screen
  • Candidates must be in possession of a valid US Passport whose expiration date is at least one year from the date of employment.
  • Ability to travel both domestically and internationally at least 15% of the time.
  • A successful C.I. polygraph test is preferred or the ability to pass one
  • Ability to successfully pass a drug screen and background investigation prior to hire

WORK ENVIRONMENT

  • This position is primarily performed in a secured federal office setting, a controlled office environment, or SCIF.
  • Pursuant to U.S. Presidential Executive Order 14042, Cherokee Federal is now requiring that all employees be fully vaccinated for COVID-19 by December 8th. An individual is considered fully vaccinated two weeks after the second dose of a two-dose vaccine (i.e., Moderna or Pfizer) or two weeks after a single-dose vaccine (i.e., Johnson & Johnson).
