Job Description
    DutiesSummary

    The incumbent is responsible for identifying and documenting information technology requirements across the scope of an assigned project, developing and delivering specifications for data management systems solutions to appropriate VA or private sector engineering entities, and coordinating the delivery and implementation of tested and certified solutions across VA facilities.


    Responsibilities


    Major Duties:

    • Performs implementation of the database solution at facilities within the scope of the project once solutions are identified, tested and verified ready for implementation - whether at a facility, regionally or organization wide.
    • Evaluates the feasibility of proposed new and/or re-engineered database management systems projects.
    • Ensures that the organization's strategic plan, mission, vision and values are communicated to the team and integrated into the teams' strategies, goals, objectives, work plans and work products and services.
    • Applies database administration theories, concepts and methods in implementing database systems compliant with organization guidelines/standard operating procedures concerning the operation and use of information systems.
    • Incumbent is contact for initial inquiries regarding a wide range of information about contemporary Database technology issues including improvements for existing systems and entirely new database management systems needed to meet specific requirements.

    The Selective Placement Factor for this position is: Knowledge and extensive experience maintaining/ supporting Oracle and/or SQL server databases.

    Experience - Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate.

    For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled.

    For GS-13: One year of specialized experience (equivalent to the GS-12 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience includes: Expert knowledge to Manage Oracle, SQL Server and database software, utilizing multiple instances, storage, schema, objects and resources.

    Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

    Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
