The position is located in the IT Business Continuity and Disaster Recovery (BCDR) Office, within the Office of the Chief Information Officer (OCIO) and reports to the OCIIO BCDR Officer. The incumbent supports the review, analysis, and development of analysis and technical documentation for IT systems services for the Library of Congress. Additionally, the incumbent assists with the coordination of IT BCDR meetings and events.
Supports the review, analysis, and development of technical documentation for IT systems services for the Library of Congress. Formulates IT analysis to determine resource needs. Assists with the coordination of IT BCDR meetings and events. Participate in meetings to collect and analyze stakeholder requirements. Advises management of feasibility, risks, cost and dependencies of proposed projects
Applies comprehensive knowledge of BCDR operations in overseeing and/or conducting analytical and evaluative studies. Explores and realized the potential for transferring, securing, and maintaining administrative data from central files. Conducts top-down data modeling sessions which user subject matter experts. Formulates conceptual data models, entity and attribute definitions.
Using statistical data processing and other techniques, conducts analyses supporting strategic planning, budget forecasting, workforce and staffing analysis, project management, and office automation. Identifies inadequate data availability and recommends methods and procedures for data collection and aggregation. Participates in information requirements analysis to evaluate the need for specific data reporting procedures.
Provides guidance to develop data aggregation, manipulation, and reporting procedures which effective standardize data collection and reporting techniques. Performs planning and analysis to support the BCDR program, leveraging knowledge of general IT architecture, IT systems, and IT security. Support development of key documentation to include meeting notes, plans, and IT disaster recovery-related documents. Designs and execute reports, strategies and management guidelines for the recovery of complex and changing information systems. Supports in the development of policy, guidelines, and standards for the prioritization of recovery efforts as well as the planning, development, and implementation of BCDR plans. Provide status reporting that enable transparency into the Library’s ability to recover IT services during a disaster or major service disruption. Leverage ability to organize and plan effectively, prioritize task with management, and use time effectively. Coordinates the evaluation, administration, and operation of IT tools to assist with BCDR daily activities.
Collaborate in the development of training and training materials. Assists with the planning, coordination and execution of disaster recovery exercises. Conducting regular reviews of systems and generating reports on efficiencies and improvement areas. Helps coordinate communications in recovery service disruptions and disasters. This position may require 24-hour on-call support.
Leverage effective communications ability, both written and oral, to communicate BCDR requirements and expectations with both technical and non-technical audiences. Assist with developing and maintaining stakeholder relationships that will lead to the integration of progressive organizational strategies, related organizational initiatives, and special projects in support of the Library’s vision and strategic plan as it relates to the Library’s IT BCDR planning.

QualificationsApplicants must have had progressively responsible experience and training sufficient in scope and quality to furnish them with an acceptable level of the following knowledge, skills, and abilities to perform the duties of the position without more than normal supervision.

Additional informationAlthough it is the Library's policy to afford the maximum pay benefit to employees when setting rates of pay, a new appointee who has had no previous Federal service will generally be paid the minimum step of the grade.
