Introduction This is a full-time contractual position. GRADE 16 LOCATION OF POSITION Department of Human Services Family Investment Administration Office of Home Energy Programs 311 W. Saratoga Street Baltimore MD 21201 Main Purpose of Job The Systems Analyst provides support for activities related to the Office of Home Energy Programs (OHEP) Data Management System, including the development and maintenance of System Masters functionality, benefit development and calculations, and assurance of data integrity. Also, supports ongoing work to ensure system development goals are being met, and fiscal controls are in place to ensure compliance with relevant statutes, regulations, and program policy. The System Analyst will support the work of systems integration of the OHEP Data Management System with the MD THINK Eligibility & Enrollment System. Responsible for providing ongoing monitoring and input on the implementation of programs administered by the Office of Home Energy Programs working with Local Administering Agencies and technical teams to maintain and enhance system integrity, technology infrastructure, and administrative processes. POSITION DUTIES Supports aspects of the OHEP Data Management System, including supporting the team through E&E integration and any associated systems enhancements. Coordinates with the Office of Technology for Human Services and technical contractors to address system defects and enhancements. Collaborates on the project to integrate all aspects of the OHEP Data Management System into the MD THINK Eligibility & Enrollment System. Establishes the System Masters for each new fiscal year and regularly monitors the accuracy of eligibility determinations and benefit calculations. Provides technical assistance with development and implementation of data collection, input, transmission, and storage policies for Local Administering Agencies. Provides OHEP Data Management System training and technical assistance to Local Administering Agencies and vendors. Collects and provides an ongoing analysis of data required to complete reports for the US Department of Health and Human Services, Public Services Commission, the Maryland Legislature, and other parties. MINIMUM QUALIFICATIONS

Experience: Three years of experience providing problem analysis and ongoing user support, coordinating system development and implementation, and training users on the functionality of applications for agency or statewide systems housed on mainframe computers or large client server platforms.

Notes:

1. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university in Accounting, Finance, Business Administration, Public Administration, Human Resources Management, Information Technology or other related field with specific coursework in the structure and use of automated information systems and one year of experience providing problem analysis and ongoing user support, coordinating system development and implementation, and training users on the functionality of applications for agency or statewide systems housed on mainframe computers or large client server platforms for the required experience.

2. Candidates may substitute experience responding to and resolving help desk calls from users of computers, or operating computer equipment for the purpose of data entry, word processing, spreadsheet, graphics, database or other applications on a year-for-year basis for a high school education.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the Cyber and Information Systems classifications or Cyber and Information specialty codes in the Information Technology field of work on a year-for-year basis for the required experience.

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.

Leave may be granted to a contractual employee who has worked 120 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
