The IT Business Lead Analyst is a senior-level position responsible for liaising between business users and technologists to exchange information in a concise, logical and understandable way in coordination with the Technology team. The overall objective of this role is to contribute to continuous iterative exploration and investigation of business performance and other measures to gain insight and drive business planning.
This role is a Branded Cards IT BA role that will support the implementation the Citi Data Management Policy and Standards (CDMP) for Branded Cards LOB. The CDMP establishes minimum requirements for the implementation of a consistent and controlled approach to create and use data as a critical corporate asset across Citi. The Policy also establishes a Governance Model for Data Management, Governance and Quality across Citi. This positions requires extensive data analysis expertise and past experience in managing and/or supporting applications from a technology perspective. This role will directly interact and partner closely with Data Custodians (IT – Application Owners) for the implementation of Data Quality rules within application(s) used within the Branded Cards Business. This role will also collaborate closely with other roles defined per the CDMP operational model such as Business Data Stewards, Process owner, etc. in order to support the sustainability of Citi’s Data Quality Program (DQP).
On the delivery of the specific data projects themselves, the IT Data Lead Analyst works with business, data governance and IT partners to understand the data needs and identifies and documents the requirements for the project efforts. The Lead DA works closely with the identified business data owner/SMEs and performs his/her own research to understand the elements, performs data analysis, and gathers all necessary element attributes. The Lead DA serves as a requirement liaison between business and IT to ensure all questions are answered, requirements are clarified and necessary updates are captured. The Lead DA supports the development and testing through requirement development and validation. The Lead DA reports team activities to project management, team management, functional experts, team members, and project stakeholders. The resource will resolve cross-functional issues and involve appropriate functional units to ensure a seamless project implementation. As a Lead DA, the resource will lead/coach other DAs on the team, be responsible for an area of work and provide thought leadership for the Data Management space helping influence, support and progress the Data Governance strategy and the Citi Data Management Policy.
Responsibilities:
Data Quality Program / Management Responsibilities:
- Collaborate with Data Stewards, Data Custodians, and other stakeholders regarding open Data Quality exceptions/issues within Branded Cards applications in order to identify and implement remediation as needed; includes maintaining Data Quality rules within the process
- Provide analyst support to document and maintain end-to-end data level linage, implementation of data controls, and documenting/maintaining technical metadata for in-scope processes and organizational objectives
- Shared accountability and responsibility with Data Custodians to ensuring mapping to accurate and controlled data sources; including safe, accurate and controlled sourcing, transport, transformation, and storage of data.
- Collaborate with Data Stewards, Data Custodians, and other stakeholders to maintain Data Dictionaries
- Responsible for coordination with data stewards, business process owners, application data custodians to support IMR root cause analysis and remediation
General IT BA Responsibilities:
- Provide input during development and implementation phases, including formulation and definition of systems scope, objectives and necessary system enhancements for complex, high-impact projects
- Identify and communicate risks and impacts and propose risk mitigation options, considering business implications of the application of technology to the current business environment
- Consult with business clients to determine system functional specifications and partner with multiple management teams and other units to meet organizational objectives
- Evaluate new IT developments and evolving business requirements and recommend appropriate systems alternatives and/or enhancements to current systems by analyzing business processes, systems and industry standards
- Provide in-depth and sophisticated analyses with interpretive thinking to define problems, develop innovative solutions and influence strategic functional decisions
- Supervise day-to-day staff management issues, including resource management, work allocation, mentoring/coaching and other duties and functions as assigned
- Appropriately assess risk when business decisions are made, demonstrating particular consideration for the firm's reputation and safeguarding Citigroup, its clients and assets, by driving compliance with applicable laws, rules and regulations, adhering to Policy, applying sound ethical judgment regarding personal behavior, conduct and business practices, and escalating, managing and reporting control issues with transparency.

Qualifications/Skills:
General Experience
- Experience managing day-to-day operations of applications, including management of data storage, data quality, data transformations and data transfers
- Experience owning applications, including managing budget, determining required enhancements and leading teams of IT support staff
- Experience liaising with Business Owners of applications regarding application enhancements, data quality, data transformations, and data transfers
- Experience driving application enhancements and change initiatives
- Extensive experience eliciting requirements during real time collaborative sessions with stakeholders located in different geographic locations
- Experience mentoring/leading other data analysts
Data Knowledge
- Experience with projects relating to data management efforts including but not limited to the implementation of a Enterprise Data Model, Operational Data Store, Metadata Repository and Master Data Management
- Data-skilled individual with extensive Systems, Data and Process knowledge
- Experience addressing inconsistencies in data and resolving data quality issues in applications
- Experience with the metadata and data flow through an application to support capture, organization, movement, transformation, and storage of data
- Experience managing Data Dictionaries
- Experience managing upstream & downstream data consumption needs required for an application
Technical Expertise
- Ability to understand technical infrastructure, including application operations
- Data transfers and knowledge of data security
- Implementation, maintenance, and monitoring performance of Data Quality rules in an application
Other
- A minimum of 6-10 years of experience in business analysis or a related field. Master’s degree preferred.
- Exceptional technical, analytical and conceptual thinking skills.
- Self-motivated and detailed oriented
- Ability to influence stakeholders and work closely with them to determine and document acceptable solutions
- Proficiency and competency in Microsoft applications (Word, Excel, Visio, PowerPoint) with extensive experience using Excel for data analysis.
- Comprehensive knowledge of the principles of business analysis; experience with all phases of Software Development Life Cycle (Waterfall/Agile/Scrum) and tools to support execution (OPPM, Planview, Jira, etc.)
- Experienced with Branded Cards backend technology systems/processes/applications preferred.

- Bachelor's degree/University degree or equivalent experience
