Job Responsibilities: PRIMARY FUNCTION/PURPOSE:
The International Human Resources Business Partner (International HRBP) is a human resources generalist on domestic and international operations of the human resources management. This position is responsible for aligning organizational objectives with employees and management in designated departments. The International HRBP serves as the primary Human Resources point of contact for members of assigned departments, and acts as a trusted advisor and coach to the department’s leadership team. Identifies stated and underlying needs and develops talent strategies and solutions for the department. Collaborates closely with Human Resources functions to develop and implement talent solutions, advocating for the needs of the department in organization-wide HR program development and implementation. The International HRBP maintains an effective level of business literacy about the business unit's financial position, mid-range plans, culture and competition.

  • Partners with department leaders to build talent plans, aligned to the departmental and organizational strategy.
  • Aligns department workforce plans with Talent Acquisition planning processes to include but not limited to project start-up and project close-out
  • Assesses the talent needs of the department through internal evaluations and external environmental scans to identify current and anticipated talent related issues. Uses data and insights to inform business cases for changes to talent strategies or practices.
  • Acts as a trusted advisor and coach to the department. Builds deep understanding and relationships with assigned department.
  • Represents and advocates for department needs in organization-wide HR program development and implementation.
  • Recommends new initiatives to HR leaders to eliminate the upcoming or immediate gaps between the organization's current HR initiatives and stakeholder and business needs and provides integrated recommendations.
  • Facilitates talent-related change management activities. Evaluates the impact of proposed changes on employees; advises the department on alternatives and change mitigation.
  • Facilitates annual performance cycle, talent review, and succession and development planning, ensuring follow-up programs are delivered.
  • Partners with the program team(s) on project start up in creating a benefits overview, employment agreement, employee handbook.
  • Researches labor law for different countries to ensure the host country national is set up with the required benefits per the local labor laws.
  • Provides HR policy guidance and interpretation. Works closely with host country legal advisers to advise and interpret labor law of the host country nationals.
  • Ensures proper project-close/separation process including such items as employee termination per the labor laws and conduct exit interviews.
  • Monitors HR best practices and, in connection with the organization’s strategy, makes recommendations to leaders.
  • Interprets metrics and data visualizations (using understanding of basic statistics) to identify patterns and extract insight where possible.
  • Uses effective storytelling to communicate results of data analysis and influence business decisions.
  • Analyzes trends and metrics in partnership with the HR team to develop solutions, programs and policies.
  • Manages and resolves complex employee relations issues. Conducts effective, thorough and objective investigations.
  • Maintains in-depth knowledge of legal requirements related to day-to-day management of employees, reducing legal risks and ensuring regulatory compliance. Ensure employee handbooks reflect current legal requirements and IFES policies.
  • Designs employee handbooks for different countries within a short period of time.
  • Provides day-to-day performance management guidance to staff and department leaders (e.g., coaching, counseling, career development, disciplinary actions).
  • Works closely with Program teams to develop terms for new hires, promotions and transfers, that align with IFES standards for all employees.
  • Serves as a resource in the development and updating of local HR salary scales, benefits, and policies.
  • Assists international employees with expatriate assignments and related HR matters.
  • Partners with HR and department teams to ensure transition from recruiting to orientation and successful onboarding.
  • Identifies training needs for business units and individual executive coaching needs, collaborating with Learning & Development in creating and delivering training solutions.
  • Participates in evaluation and monitoring of staff training programs to ensure success and follows up to ensure training objectives are met.
  • Supports and aligns departments with IFES compensation plan and standards, addressing departmental and individual requests for compensation review.
  • Performs other related duties as assigned.

POSITION REQUIRMENTS:
Education: Bachelor's degree in Human Resources, Business Administration or related field. Master’s degree preferred. HR certification (GPHR, PHR, SPHR, SHRM-CP, SHRM-SCP) a plus.
Experience: Minimum of 8 years of overall work experience with recruitment/talent acquisition in a fast-pace environment required and a minimum of 3 years’ experience in an international human resources generalist role. Experience in a non-profit environment and with USAID/Donor funded projects is preferred. Experience with proposal recruiting, international recruiting highly desirable. Knowledge of allowances such as Rest & Recuperation, Post Differential, Danger Pay, SMLA is highly desirable. Working knowledge of multiple human resource disciplines, including compensation practices, organizational diagnosis, employee and union relations, diversity, performance management, and federal and state respective employment laws. Strong knowledge of employment law and HR best practices. Experience in an international NGO context highly desired working on contracts and cooperative agreements and/or USAID/Donor funded projects.
Related Skills or Knowledge: Ability to comprehend, analyze and interpret business documents in varying circumstances, effectively provide solutions to varying unique challenges and respond to sensitive issues, complex inquiries or complaints. High degree of attention to detail and excellent organization skills; proficient at handling high volumes of work and multi-tasking; high degree of integrity and ability to maintain confidentiality. Strong written and verbal communication skills and Proficiency with Microsoft Office and Excel required.
LANGUAGE SKILLS: Fluency in English is required and proficiency in at least one other language is desired.
TRAVEL: International travel may be required and may include travel to fragile and/or conflict zones.
