This position is part of the Organization of the Joint Chiefs of Staff. The incumbent performs work that involves the design, documentation, development, and modification of new or existing applications software to support data management requirements.
Responsibilities
As a INFORMATION TECHNOLOGY SPECIALIST (DATAMGT/APPSW) at the GS-2210-13/14 some of your typical work assignments may include:
- Performs technical functions working with DoD, interagency, and multinational stakeholders to identify and resolve Joint Warfighter information sharing, data interoperability requirements and gaps using computer and information technology (IT) based research, standards and solutions, primarily in support of Warfighter Mission Area (WMA) and Joint Command and Control (JC2) capabilities.
- Reviews technical and operational architectures to support interoperability and cyber assessments to include overall technical design of enterprise services, monitoring functionality, security, and integrity of these services.
- Provide advice on technical issues, particularly development and uses of ontologies, namespaces, and mappings and methods of maintaining a machine-driven architecture that enables the collaboration of computers and humans across the multi-fabric to identify, access, extract, reason, interpret and maintain critical information to perform meaningful analysis.
- Utilizes Database Administrator's knowledge of database optimization, indexing and backup will be critical in determining requirements for interoperability of legacy DoD C2 systems.
- Providing technical research and analysis related to Data Standards and the National Information Exchange Model (NIEM) to lead the Department for warfighter information exchange standardization efforts within Joint, Interagency, Service and Coalition mission partners, North Atlantic Treaty Organizations (NATO), Department of Homeland Security, the National Guard and the White House led, Information Sharing Environment program.

- Per DoD 8570.01-M, personnel selected for this position will be required to be certified within six months of the appointment date. As this position is classified, per DoD 8570.01-M, as Information Assurance Technical (IAT) Level II.
- Employee may be required to work weekends, holidays and overtime during peak work periods. Occasional participation in demanding, intense, 24-hour exercise operations is also required. Multi-day overnight stays at exercise sites may be required.
One year of specialized experience equivalent to the GS-13 grade level in the Federal service:- Applies Information Technology policies, objectives and Department of Defense Data and Services Sharing Policies (DD SSP) to interpret, contribute and develop policies, procedures, and standards.
- Applies qualitative and quantitative techniques to provide technical research and analysis related to the convergence of cyberspace, sea, air, land, maritime and potentially space mission areas data and increase interoperability for joint command and control (JC2).
- Analyzes Data, Service and Information Sharing Strategies, information technology, and computer science methods in applying techniques to develop new and improved concepts, principles, techniques that advance the knowledge of data and service integration, interoperability; adapt and apply advanced methods and techniques to solve complex requirements.
- Applies the latest advanced concepts, theories, principles, practices, and techniques of data sharing, computer science, information engineering, identity and access management to develop technical designs, identify systems requirements, identify data needs and authoritative data sources, establish testing, implementation, and post-implementation support procedures.
- Serves as a technical authority utilizing National Information Exchange Model (NIEM) extensible Mark-up Language (XML), a community-driven, government-wide, standards-based approach for information exchanges.
One year of specialized experience equivalent to the GS-12 grade level in the Federal service:- Applies Information Technology policies, objectives and Department of Defense Data and Services Sharing Policies (DD SSP) to interpret, contribute and develop policies, procedures, and standards.
- Assist Lead IT specialist in applying qualitative and quantitative techniques to provide technical research and analysis related to the convergence of cyberspace, sea, air, land, maritime and potentially space mission areas data and increase interoperability for joint command and control (JC2).
