CAREER DESCRIPTION

Information Technology Project Manager(Administrative Manager I)
In addition to performance-based merit increases, this position is scheduled to receive salary range increases on the following dates:

Effective July 2, 2021 – 2.5% increase
Effective July 1, 2022 – 3.0% increase

Mandatory Employee Retirement Contributions will decrease on the following dates:

Effective July 3, 2021 – 1.2% decrease
Effective July 1, 2022 – 0.5% decrease

Salary may be negotiable within the range listed above, based on position requirements and successful candidate's qualifications, subject to appropriate authorization.

This recruitment will establish an eligible list. This list can be used to fill current and future Information Technology Project Manager (AM I) positions. This recruitment may also be used to fill positions in similar and/or lower classifications.
JOHN WAYNE AIRPORTJohn Wayne Airport (JWA), owned and operated by the County of Orange California, is a medium-hub, commercial service airport. JWA is managed by an Airport Director and Assistant Director overseeing six (6) Divisions, including Business Development, Facilities Development, Finance Administration, Operations, Public Affairs, and Maintenance. JWA has an annual budget of approximately $200M and a staff of approximately 180. JWA is one of the top 50 busiest airports in the country in terms of both passenger enplanements and total operations.

John Wayne Airport operates as an enterprise fund self-supported through revenues it generates and receives no monies from the County General Fund. These revenues are utilized to operate the Airport, provide for the repayment of revenue bonds, fund facility capital improvements, and maintenance projects, and support aviation planning.

AIRPORT INFORMATION SYSTEMS (OPERATIONS DIVISION)
The Information Systems group, also known as the Information Technology (IT) group, is comprised of the Infrastructure and Service Teams. The Infrastructure Team provides support for network infrastructure (i.e. voice and data) while the Service Team is responsible for the maintenance and operation of the Common Use Passenger Processing System (CUPPS) as well as providing all end-user support for JWA administrative staff and systems. The IT group provides consulting services to all Airport divisions using computer-based systems and recommends technologies enhancing and complementing current existing systems. Additionally, IT manages a variety of vendor contracts for services.
THE OPPORTUNITY
The Information Technology Project Manager acts as departmental manager/technical project leader in the area of business systems, operating systems, information system analysis, and network systems. Must possess extensive knowledge in a specialized field of information technology (IT). The incumbent will apply advanced methodologies, principles, and concepts to coordinate major projects, analyze new or existing system issues, evaluate and recommend new products and technologies, and identify and resolve complex problems. Must also utilize excellent written and oral communication skills to coordinate projects and activities among Airport stakeholders, County agency staff, County managers, and outside vendors/contractors. Does not typically have supervisory responsibilities but may be called upon to fill in for the IT Manager during their absence.

ESSENTIAL JOB FUNCTIONS OF THE POSITION
  • Provide administrative, technical and process project management oversight for JWA IT projects.
  • Provide strategic focus to implement a program model to address project management tasking and tracking to meet service levels for JWA IT projects.
  • Provide leadership to establish and collaborate with JWA project teams and stakeholders to make decisions impacting hardware and software acquisitions.
  • Develop and implement IT Policies and Procedures to support key business management objectives.
  • Participate and present IT project descriptions, scope and objectives to executive management and the IT Governance Committee

DESIRED QUALIFICATIONS
  • Minimum 5 years of progressively responsible IT projects administration and management in the context of complex moderate to large scale systems environment
  • Minimum three years of experience in IT hardware, software, and related service procurement
  • Minimum one year at a leadership level
A Bachelor's degree or higher in Information Technology, Computer Science, Business Administration, or a closely related field may be substituted for up to two (2) years of the required experience.CORE COMPETENCIES: The successful candidate will demonstrate job knowledge and related experience in the following core competencies:

LICENSE REQUIRED

The successful candidate must possess and maintain a valid California Driver's License, Class C or higher, by date of appointment. Possession of, or ability to obtain, a valid Airport Access Badge with an Airport Driving Endorsement within ten (10) days of employment.

AIRPORT ACCESS REQUIREMENTS

The successful candidate must clear a background check which includes a Criminal History Records Check (CHRC), Transportation Security Administration (TSA), and Security Threat Assessment (STA).

ENVIRONMENTAL CONDITIONS
Work is typically performed in an indoor office environment, but occasionally requires travel to other locations. Work environments may include high levels of noise, dust and/or unpleasant odors.
Occasional early morning, evening, holiday and/or weekend work may be required.
