Job Description
Job SummaryThe Information Technology Manager provides overall strategic direction and management for the City’s Information Technology (IT) systems as used to deliver internal and external IT services. Ensures focus on quality customer experience with the intent of creating and promoting a favorable attitude toward Chaska IT services and the City.

1. Develop, implement, and optimize the City’s technology including establishing and enforcing City and personnel policies, operational procedures, and standards; provides short- and long-range IT strategy planning as it aligns with City objectives.
- Think, act, and operate at a strategic level to provide timely, pragmatic, and effective solutions while adapting and adjusting to an evolving work environment.
- Model and reinforce the approach and behavior reflective of the City's vision and leadership philosophy.
- Provide effective and respectful communication and interactions with other employees, department heads, individuals from other organizations, and citizen customers.
- Manage IT services at optimal levels in consultation with City's leadership team.
- Plan, develop, and implement new technology while maintaining existing platforms and systems.
- Evaluate and recommend hardware, software, and application standards.
- Manage and direct network operations, web services, and perform other technical work as necessary to achieve planned objective and provide support for access to IT systems and services.
- Develop short- and long-range plans and strategies to implement new and emerging technology.
- Evaluate the effectiveness of existing services and operations; assess current and future needs.
- Provide leadership and technical support in designing IT systems.
- Provide focus on implementing positive changes, providing creative solutions, and identifying innovative approaches to departments and customers.
- Establish and implement City IT data security policies and practices.
- Ensure data security applications as implemented and status is maintained as current.
- Monitor for cybersecurity threats and attempts and respond with remedial actions to active threats.
- Ensure data backup and recovery systems are functional and available.
- Develop, maintain, and revise disaster recovery plans and options.
- Demonstrate ability to develop and manage teams, lead through change, and coach team members to superior performance.
- Maintain a coaching, mentoring, and engaged operational environment.
- Provide timely performance reviews and recommend appropriate compensation adjustments.
- Coordinate and schedule work of IT staff ensuring accurate and timely completion of work and staffing schedules.
- Prepare annual IT operational and capital budgets for acquisition and replacements.
- Assist departments with budgets for acquisition of IT needs.
- Provide services as a strategic advisor to City departments in determining IT requirements and priorities.
- Coordinate with City departments and divisions to evaluate, select, implement, and support IT projects and to assign IT staff.
- Provide hands-on guidance to both City and IT staff members and participate in complex technology projects.
- Assist in the selections and monitoring of IT vendors and consultants.
- Assure IT compliance by City with other governmental entities.
- Coordinate IT managed services and cloud partners.
- Determine appropriate scope of engagement with managed service partners.
- Resolve services outages across IT systems and applications.
- Prepare maintenance renewals of City-owned fiber system and submit for reimbursement from lessee.
- Maintain as built documentation of fiber system resources.
- Coordinate fiber system modifications with support vendors.
- Prepare and coordinate scheduling of IT staff for weekly on-call duty rotation
- Stay abreast of current and emerging technology trends.
- Recommend changes in IT systems and applications as used by the City.
Education and Experience
- Bachelor’s degree in IT or a related field; or IT credentials and eight years of IT experience
- Three years of supervisory and performance management experience

- Data processing principles and practices as it relates to IT systems.
- Skilled in:
- Intermediate proficiency in Microsoft Windows and Microsoft Office applications

DESIRED QUALIFICATIONS
Education and Experience
- Master’s degree in Information Systems or Technology or a related field
- Five or more years of supervisory experience
- IT Certifications:
- Microsoft: MCSA, MCSE, AZURE, AD, DNS
- CISCO: CCNA (General, Security, VOIP, Wireless), CCNP, CCIE
- VMWare: VCTA, VCP, VCAP, VCDX
Other Desired Knowledge, Skills, and Abilities
- Advanced proficiency in Microsoft operating systems and applications
- Governmental IT experience
- Experience with Tyler MUNIS ERP or other ERP systems
