Who we are and what we do:

The IT Director partners with Project and Technical teams to successfully deliver small to large scale projects and deliverables at the Tennessee Department of Human Services (TDHS). S/he is an integral member of the Finance and Administration - Strategic Technology Solutions (STS) Division and is responsible for providing quality support of enterprise systems. Working closely with Technology Leads, Managers, and other team members, s/he helps to deliver technology services to internal and external customers within TDHS. The position is responsible for leading efficient operation of a highly effective customer service framework. This position provides infrastructure and operations support services for a multitude of TDHS applications. The IT Director is responsible for the daily management and oversight of the TDHS Services Architecture. S/he may participate in vendor proposals and review with internal business owners and fellow Technology personnel.

Key Responsibilities:

  • Manage group operations, by ensuring that all requests for services and operations are met per agreements and service levels.
  • Meet with internal state management on agency projects. Provide vendor management for all service providers.
  • Provide oversight and leadership to the Architecture, API Services, and Identity Management Teams.
  • Lead Architects in the design and development of TDHS systems and 3rd party tools and services integration, across datacenters and clouds implementations. This includes, but not limited to SaaS, PaaS, and IaaS offerings. Also, ensuring compliance to state standards and necessary security requirements.


  • Lead API Services team in the implementation, architecture, and operation of shared and consumed services, developing API and integration points for sharing across all TDHS platforms.
  • Lead API Services team and partners in the development and implementation of agency enterprise architecture services layer; providing governance and lifecycle management.
  • Lead Identity Management team in the development and implementation of agency identity management solutions; providing governance, provisioning, and authentication services.
  • Lead cross-functional teams in the architecture and development of a published shared services catalog in support of the agency modernization efforts, from a technical and personnel perspective.
  • Strong ability to multi-task and adapt to changes quickly.
  • Active Lead and Owner for TDHS API Governance, managing all stages of the API Lifecycle - governance, development, test and deploy.
  • Active liaison between partners and STS teams in the delivery of TDHS shared services across multiple platforms.
  • Provide status reports/updates of change management processes and implementations.
  • Lead teams in resolutions of technical problems.

Minimum Qualifications:

Graduation from an accredited college or university with a bachelor's degree or other advanced degree and four (4) years of professional level experience in application design, software development, change management, and implementation of business information systems is required.
