Reporting to the Manager of Incentive Programs, the Incentives Senior Analyst administers incentive programs authorized by County Ordinance and programs as authorized by State Law (Railroad, Open Space and Farmland). The Incentives Senior Analyst provides information to taxpayers regarding incentives eligibility and the application processes, receives incentives applications, intakes fees, makes predetermination eligibility decisions, analyzes application documentation, and makes a determination as to whether an incentive should be applied to the property. The Incentives Senior Analyst also addresses valuation concerns, and grants or denies incentives via the appeals process, certificates of error, certificates of correction, or assessor recommendations, and communicates these decisions to affected parties. The Incentives Senior Analyst maintains databases which track the incentive and documentation related thereto. The Incentives Senior Analyst may be in constant communication with applicants, other agencies, and elected officials, and the public in general and must practice discretion. The Incentives Senior Analyst may request assistance from the Manager of Incentive Programs, the Director of Legal, or Legal Counsel, as needed.
Essential Job Duties
- May be assigned to one or more of the following classifications of property: Class 6b, 7a, 7b, 7c, 8, 9, C, L, S, Open Space, Historic Residence, SRO, and Farmland.
- Throughout the year, for each classification assigned, prepares mailings (affidavits/renewal notices), receives incentives applications, reviews documentation required to determine eligibility or non-eligibility for the incentive, makes eligibility decisions, and responds to inquiries for special assessment classifications (incentives).
- Evaluates and may make predeterminations in order to assist an interested party or parties (including local municipalities). Tracks applications, intake fees, appeals and documentation, including required affidavits, and renewals in various databases.
- Communicates as necessary to determine continued eligibility of the incentive, which may include field checks, review of affidavits, and communicating renewal eligibility and renewal applications.
- Over the course of the assessment cycle, is responsible for certificates of error, re-review processes, certificates of correction and assessor recommendations. During the assessment cycle, will apply or remove an incentive as appropriate utilizing available tools.
- Assists in the processing of omitted assessments by entering data and generating notices of omitted assessments, as needed.
- May be expected to work extended hours, weekends and holidays as assigned.

Minimum Qualifications
- High school diploma or GED certificate.
- Five (5) years of full-time work experience with at least one of the following: preparing or processing property tax appeals, preparing or processing applications for property tax exemptions or incentives, or the valuation or appraisal of real property.
- Three (3) years of full-time customer service experience in an office setting.
- One (1) year of full-time work experience with data entry.

Preferred Qualifications
- Associate Degree or higher from an accredited college or university.
- One (1) year of full-time work experience with incentive properties.
Knowledge, Skills, and Abilities
- Must be computer literate, with skill and efficiency in entering and retrieving data.
- Ability to communicate effectively both orally and in writing to address complex issues regarding the incentive program.
- Ability to work with others; excellent interpersonal skills in dealing with the public and co-workers.
- Ability to interact with the general public and taxpayers, providing guidance and information regarding the incentive program.
- Knowledge of the Assessor’s Office procedures, polices, practices and guidelines or the ability to gain such knowledge.
- Ability to meet Office and departmental deadlines and effectively utilize time with limited oversight.
- Knowledge of CCAO procedures related to scheduling of the assessment cycle/township cycle or the ability to gain such knowledge.
- Ability to review taxpayer submitted documentation in light of CCAO policies/rules/laws.
- Ability to self-start and work independently, escalating issues to managers where appropriate.
- Ability to consistently apply CCAO policies/rules/laws to incentives.
- Knowledge of the Cook County Classification Ordinance including Section 74-63 or the ability to gain such knowledge.
- Must have math skills to accurately calculate incentives, including the ability to create/use formulas in Excel or equivalent software, when faced with complex incentives/partial application of incentives/multi-code properties/pro-rated improvements.
Physical Requirements
- Visual acuity to review and edit written communications for long periods of time.
- Walking between offices and meetings may be required.
- Repetitive use of hands to handle and/or operate standard office equipment.
- Regular use of a telephone to communicate.
- Occasionally required to lift and carry up to thirty (30) pounds.
