The Office of Emergency Medical Services is eagerly recruiting for an EMS Program Representative. THIS IS A TELECOMMUTING POSITION which requires the incumbent to work at their residence along with varied hours of operation to accommodate the needs of the customer. The incumbent will also be assigned a state vehicle for the purpose of performing his/her duties. Residency requirement applies and the incumbent MUST reside within 15 air miles of their direct service area. The service area for this position includes the following Eastern Virginia Counties: Accomack, Gloucester, Isle of Wight, James City, Lancaster, Mathews, Middlesex, Northampton, Northumberland, Richmond County, & York.
The duties of this position includes but are not limited to the following:- Serves as the licensing agent of the Office of EMS to provide for the issuance of agency license and vehicle permits. Decisions may affect accreditation, licensure, and the quality of EMS service delivery and funding.
- Schedules and performs random inspections, issues warnings and citations to EMS agencies for documented violations.
- Serves on local, regional and state committees/workgroups/task forces impacting the delivery of EMS.
- In assigned service area, verifies assets acquired by EMS agencies through grant funding.
- Uses independent judgment to render enforcement actions through issuance of warnings and citations without supervisor approval.
- Initiates and conducts complex investigations involving the provision of EMS
- Recommends enforcement action(s) to Supervisor for atypical investigative findings.
- Provides Technical Assistance and serves as subject matter expert. Provides specialized technical assistance and EMS guidance to local governments and EMS agencies to reduce the affect of injury & illness to the citizens and visitors of the Commonwealth.
- Establishes & maintains a field office. — Independently schedules appointments and maintain accurate record of work flow.
Minimum Qualifications
The minimum qualifications & KSAs are as follows:
- Must possess thorough working knowledge of Virginia statewide EMS system, emergency healthcare techniques and standards of medical care.
- Possess working knowledge and understanding of administrative law practices; criminal law and the principles of regulatory authority.
- Ability to apply regulations and laws in the administration of EMS programs.
- Must possess ability to communicate effectively, make sound decisions and resolve problems.
- Must possess the skills to handle highly sensitive investigations and/or situations effectively.
- Must have the skills or ability to perform investigations, prepare accurate technical documentation and write complex reports for enforcement actions and hearings.
- Possess excellent organizational skills, ability to set priorities and work independently.
- Must possess skills needed to operate a variety of computer equipment and software applications.
- Extensive travel (possibly overnight) is a requirement of this position. A state vehicle is assigned to the incumbent of this position. The vehicle will be equipped with emergency lights and sirens and therefore the incumbent will be required to successfully obtain an Emergency Vehicle Operators’ Course Certification. This needs to be completed within 6 months of being in the position.
- Emergency Health Services background and high school diploma or equivalent training and experience.
- Residency requirement applies and the incumbent MUST reside within 15 air miles of the direct service area. Preferred Qualifications
Virginia certified EMS Advanced Life Support Provider – Paramedic is strongly preferred.
Special Requirements
Salary commensurate with education and experience. Cover letter and Resume is required. Employment is contingent upon satisfactory results of a background investigation including but not limited to a federal fingerprint-based criminal history check; Department of Social Services Child Abuse & Neglect Central Registry check, U.S. HHS IG Exclusion List check, eVerify Employment Eligibility check, and employment verification. A valid Driver’s License with a satisfactory driving record is required.
