Job Description
    DutiesSummary

    The position is located within the United States Department of Agriculture, Agricultural Research Service (ARS), Administrative and Financial Management (AFM), Human Resources Division (HRD), Talent Acquisitions Branch, in Beltsville, MD or Kansas City, MO.

    Due to the current circumstances, this position is only temporarily remote. You will be required to report to your duty station when needed.

    Responsibilities
    • Provides a full range of operation activities in the areas of position management and classification, staffing and placement,compensation, and management advisory services
    • Provides position classification, position management, and pay administration services and exercises delegated classification authority for professional, scientific, and/or technical, and administrative positions.
    • Administers all placement activities for assigned organizational areas including new hires, promotions, reassignments, incentives, details, downgrades, etc.
    • Prepares Merit Promotion and Delegated Examining announcements, job analyses, evaluation of candidates, coordinating of ad-hoc panels, arranging for subject matter experts, issuing certificate of eligible, making tentative and official job offers.
    • Provides resource advice and technical interpretation on staffing and classification human resources regulations, rules, practices and programs to employees, special investigators, and as necessary, the general public.
    • Provides technical advice and counsel to management officials on the interpretation and application of various personnel regulations, laws, rules and procedures.
    • Works with managers and supervisors to determine long and short-range staffing needs and necessary recruitment efforts and incentives.

    Time in grade:

    GS-11
    Qualifying experience for GS-11 includes one year of specialized experience comparable to GS-09 which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is experience assisting with staffing duties such as developing of job analysis or developing assessment questionnaires; preparing vacancy announcements; determining eligibility and qualifications of applicants; and advising employees and managers on various human resources issues.

    Education: completion of a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work.

    A combination of graduate education and experience.

    Qualifying experience for GS-12 includes one year of specialized experience comparable to GS-11 which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is experience performing staffing duties including developing of job analysis and developing assessment questionnaires; preparing vacancy announcements; determining eligibility and qualifications of applicants; coding personnel actions and reviewing personnel actions for accuracy and completeness; and advising employees and managers on various human resources issues.

    Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education
