This position may be eligible to work a hybrid telework schedule with a mix of at home and in facility work days to be determined at time of hire.
Job Summary
This position will assist the Regional HR Director in administering the human resources responsibilities for the Minnesota Correctional Facility (MCF) – Shakopee.
Job responsibilities include:
Advise facility managers and supervisors in the implementation and administration of collective bargaining agreements/plans so that management rights are protected and labor relations are effective.
Advise managers and supervisors regarding investigative inquiry procedures and processes.
Provide professional guidance and assistance to managers, supervisors, and employees regarding complicated worker's compensation claims, return to work and light duty programs as well as Family and Medical Leave Act (FMLA) requests and other leave programs including requests for paid and unpaid leaves of absence. Ensure compliance with state statutes, federal law and employment related practices.
Represent the Regional HR Director in his/her absence and provide direction on day-to-day operations of the Human Resource Office at the facility, as needed.
Complete special assignments and perform other duties as needed.
Minimum Qualifications
- Three years professional-level human resources (HR) experience in an HR Generalist role. (NOTE: A bachelor’s or advanced degree in Human Resources or a related degree program, such as Business Administration, Public Administration, Psychology, and Organizational Behavior, may substitute for one year of experience requirement described above.)
- Experience in labor relations, including contract/pay plan interpretation, grievance administration, labor/management relations, performance management, conducting and consulting on employment investigations, discipline and discharge.
- Knowledge of Federal and Minnesota statutes and regulations related to human resources including the Americans with Disabilities Amendments Act (ADAAA), Fair Labor Standards Act (FLSA), Family and Medical Leave Act (FMLA), Minnesota Human Rights Act, and Title 7 of the Civil Rights Act of 1964.
- In-depth knowledge of compensation systems, staffing/complement management, performance management, FMLA and leave management.
- Knowledge of workers' compensation law, terminology, administration, rehabilitation and financial effects/payments.
- Knowledge of and ability to interpret and administer collective bargaining agreements, handle grievances, monitor and track disciplinary actions and evaluate and assist with investigations of misconduct.
- Ability to provide effective lead work.
- Skills in using a Human Resource Information System (preferably PeopleSoft) to review employee and position information.
- Presentation skills sufficient to effectively deliver human resources related information to groups of employees.
- Excellent oral and written communication skills; analytical, problem solving and organizational skills; customer service and computer skills; and the ability to handle sensitive information with tact, diplomacy and confidentiality.
Preferred Qualifications
- Bachelor's or advanced degree in Human Resources or a related degree program, including but not limited to Business Administration, Public Administration, Psychology, and Organizational behavior.
- Advanced professional-level human resources experience (e.g. HR Specialist 3 or higher).
- Human resources experience in a continuous, 24-hour operations organization
- Experience providing supervision and/or guidance to other professional and technical staff.
- Knowledge of Minnesota Department of Corrections' operations and human resources policies and procedures.
- Knowledge of Minnesota statutes and regulations related to human resources including Minnesota Statute 43A (State Personnel Management) and the Public Employment Labor Relations Act (PELRA), as well as State of Minnesota personnel policies, rules and administrative procedures.
- Knowledge of the Minnesota Data Practices Act sufficient to respond to and advise others in responding to data requests.
Additional Requirements
The selection process may include screening the top candidate(s) on their criminal history, predatory offender registration, offender associations and/or other applicable background information in accordance with Department of Corrections’ policy.
