POSITION TITLE: Human Resources Generalist


JOB DESCRIPTION:

Assist Human Resources Coordinators with the effective operation of District human resources functions, including benefits, leaves of absence, and staffing.



DUTIES and RESPONSIBILITIES:

Benefits:

  • Provide guidance to employees and applicants by phone, email, and in person regarding all benefits matters.
  • Address and respond to complaints, give information about insurance companies, policies, and third-party administrators, and assist new employees with enrollment.
  • Serve as District liaison working with employees, insurance carriers, and third-party administrators to problem-solve.
  • Assist with District annual enrollment and ongoing new hire enrollment.
  • Assist in the implementation and maintenance of Affordable Care Act (ACA) requirements.
  • Conduct benefits presentations for new employees.
  • Complete mid-year status change requests.
  • Monitor eligibility records with insurance companies.
  • Work cooperatively with Payroll Department to ensure accuracy of premium deductions.
  • Assist with planning, organizing and hosting the annual employee health fair.
  • Provide basic information and distribute forms to employees for the Teacher Retirement System.
  • Correspond with employees and third-party administrator regarding retirement savings plans (403(b) and 457) and FICA alternative plan.

Leave Administration:

  • Develop, revise, recommend, and interpret policies and procedures for leave administration and Workers’ Compensation to ensure all applicable laws and governmental guidelines are followed and staff members are treated in an equitable manner.
  • Communicate with campus and departmental administrative staff to process daily absence reports.
  • Process long-term absences, determining eligibility for various leave programs including extended sick leave, FMLA, and temporary disability leave according to established guidelines, and providing employees with required timely notice.
  • Counsel with employees and supervisors concerning leave benefits and provide employees with accurate information about deductions from pay relating to absences, medical certification requirements, return-to-work dates, etc.
  • Work cooperatively with Payroll Department and Workers’ Compensation risk management to process and coordinate all employee leaves and absences, including those relating to workers’ compensation claims.
  • Maintain physical and computerized employee leave records, including confidential medical certifications.
  • Input, access, and compile data and assist with preparing reports on employee leave status and utilization of employee leave programs.

Staffing:

  • Assist with the development of effective recruiting plans and strategies.
  • Coordinate and participate in recruiting teachers at job fairs, universities, internet, etc.; coordinate all recruiting efforts.
  • Provide assistance to employees and campus principals regarding certification and/or classroom assignments.
  • Analyze and verify official transcripts, degrees, teaching certificates, and service records.
  • Assist employees in Alternative Certification Programs.
  • Check recommendations and transfers for certification and appropriateness.
  • Monitor certification and licensing information of certified or licensed professionals.
  • Process TEA certification permit applications and monitor permit status.
  • Remain up-to-date on TEA certification rules, certification requirements, processes, and testing dates.
  • Process employee applications and assist with the hiring process.
  • Assist with new hire orientation.
  • Participate in professional development activities to maintain current knowledge of human resources rules, regulations, and practices.

General Duties:

EXPERIENCE:

  • Three years successful experience in Human Resources


QUALIFICATIONS:

Education/Certification:

  • Bachelor’s degree

Special Knowledge/Skills:

  • Ability to interpret and consistently implement policy and procedures
  • Ability to effectively present information in one-on-one settings and to small and large groups of employees
  • Excellent human relations skills
  • Organization and time management skills
  • Excellent communication skills (written and verbal)
  • Excellent computer skills

SALARY:

PAY GRADE: AB-3 - Minimum pro-rated salary - $72,099
