Job Description
Under the direction of the Manager of Employee & Labor Relations provides staff support in the areas of employee relations, complaint resolution, equal opportunity, personnel policies/procedures and special projects.
Duties and Responsibilities: Collaboration with Management Consult with managers on various Human Resources (HR) and employee relations matters. Make disciplinary action recommendations regarding personnel issues, up to and including termination, in accordance with AVH policy and procedures and state/federal law. Participate in reviewing performance evaluations for appropriateness/completeness. Assist Directors with difficult performance evaluations. Make recommendations regarding action plans on employees not meeting standards. Collaboration with Staff Provide day-to-day guidance related to the application and interpretation of HR policies/procedures. Guide employees or terminated employees regarding appropriate formal and informal complaint resolution process. Explain applicable policies and procedures related to the employee complaint and grievance resolution process. Facilitate, investigate, and document findings regarding complaints related to the working environment, employee performance, hospital policy violations, and issues between employees/managers. Participate in reviewing/developing/writing/communicating HR policies/procedures. Collaboration with Outside Agencies Respond to unemployment claims and participate in unemployment hearings. Receive, investigate, and respond to claims and inquiries from various regulatory and government agencies, i.e. EEO and DFEH. Data and Policies In collaboration with other HR staff, analyze various training programs and recommend plans/approaches to increasing workforce skills. May conduct various training programs. Complete assigned project work that may require the forming and leading of a project team. Assist in conducting and analyzing results of periodic employee opinion surveys. Assist in assuring compliance with Joint Commission and Department of Health Services requirements including audits of employee files.
Non-Essential Duties: Clerical duties Assisting other HR staff with projects, events etc. Other miscellaneous duties as required.
Knowledge, Skills and Abilities:
Knowledge Knowledge of applicable state and federal employment and labor laws and governmental compliance requirements. Knowledgeable of Affirmative Action guidelines and how to ensure compliance. Solid knowledge of investigation procedures.
Skills Strong communication skills, both written and oral. Highly skilled in interpersonal communication. Skilled at keeping high levels of confidentiality. Skilled in good judgment Analytical, conflict resolution, and problem solving skills. Attention to detail.
Abilities Ability to apply knowledge of State and Federal Laws related to employee relations. Ability to function effectively under pressure while maintaining excellent time- management, follow through, and organizational skills. Ability to investigate and be impartial in making decisions affecting staff members. Ability to communicate well with all levels of employees within the organization. Ability to develop training material and organize reports. Ability to handle crisis situations in a timely and professional manner. Ability to expand on own initiative in performance of duties. Ability to interpret and adhere to the policies and procedures of AVH. Ability to participate effectively in department and hospital staff education. Ability to give and support the highest level of patient/customer satisfaction at all times.

Education and Experience:
Education Minimum of an Associate’s Degree, or equivalent combination of work experience in Human Resources and formal education. Certification in Human Resources, or related field, preferred.
Experience Preferably a minimum two (2) years’ experience in Human Resources, Employee Relations and/or one (1) year of Labor Union experience, or any combination thereof. Experience coaching employees and managers in conflict resolution, preferred. Demonstrated experience working in a fast-paced team environment, managing a variety of projects and responsibilities simultaneously with a high degree of accuracy. Healthcare experience preferred.

Physical Requirements and Working Conditions: Work usually performed in a high-volume office environment. Varied hours; occasionally may need to work evenings, early mornings, or weekends.
