The Arizona Department of Revenue is currently seeking a Human Resources Business Partner. The Human Resources Business Partner will motivate, innovative and will be a solutions driven individual able to serve our employees, supervisors and leadership within the divisions. The Human Resources Business Partner will provide specialized consulting to the customer on employee benefits, classification and compensation, recruitment and selection, employee relations and other human resource related matters.
Job Duties:Essential duties and responsibilities include but are not limited to:
- Coach, advice and support management in appropriate resolution of employee relations issues and create corrective action documentation.
- Administer the various benefit programs within the Agency (e.g. FMLA/ADA, employee recognition programs, HIP/health benefits, etic.)
- Provide counsel, direction, and information to management, supervisors, and employees pertaining to employee relations; recruitment and selection; classification and compensation, employee benefits and other human resource related personnel rules and matters.
- Conduct employee relations investigations or inquires, meet and interview employees at all levels throughout the Agency; conduct research relative to the subject issues; prepare investigative reports, official responses, and other documents.
- Plan, develop, and implement key strategies related to recruitment and selection, classification and compensation, benefits, employee development, training, and performance planning.
- Participates in the development and/or the interpretation of personnel policies and procedures, human resource guidelines; respond to requests for information and assistance from management, supervisors and employees.

Knowledge, Skills & Abilities (KSAs):
Knowledge of:
- Principles and practices human resources/personnel administration including methods and techniques for position classification and evaluation, compensation, recruitment, and selection.
- Federal and State laws, statutes, regulations, rules, policies and procedures such as
- Family and Medical Leave Act (FMLA), Fair
- Labor Standards Act (FLSA), Equal
- Employment Opportunity (EEO), American with Disabilities Act (ADA).
- Arizona State Personnel System Rules and department policies and procedures.
- Human Resources statistical concepts and methods.
- Computer application used for HRIS reporting and personnel transactions.
Skilled in:
- Establish and maintain effective working relationships with all levels of agency employees.
- Interpreting and understanding program policies and procedures.
- Project planning, organization, management and communication.
- Communication effectively orally and in writing.
- Gather, correlate, and analyze facts of human resources data and develop recommendations and/or solutions.
- Prepare written correspondence and reports.
- Exercise judgment and discretion in the performance of duties.
- Organizing and prioritizing fluctuating workloads.
- Researching, analyzing and interpreting rules, regulations and laws.
- Independent problem solving, analyzing, and decision-making skills for complex issues.
Ability to:
- Exercise independent thinking and judgment.
- Work with minimal supervision.
- Assess operational needs, establish priorities, and analyze complex issues and implement operational procedures.
- Learn and apply LEAN concepts, principles and tools used to create and deliver perspectives with fewest resources with continuous problem solving.
The ideal candidate for this position will have:
- Three to five years of experience in human resources administration, with a minimum of one years’ experience in employee relations.
- Bachelor’s degree in Human Resource, Business Administration, Personnel Management or a closely related field from accredited college or university. Professional HR Certification, PHR/SHRM-CP. Experience with LEAN concepts, principles and tools.
Candidates for this position will be required to submit Tax Filing Records, Employment Verification Check and Fingerprints that will be used to check criminal history records from the Arizona Department of Public Safety (DPS) and the Federal Bureau of Investigations (FBI).
