Job Description

The Service Delivery team supports 600+ employees in 19 unique departments and executive offices. To best serve these departments, we are looking for a dynamic HR Analyst to join our team!

In this role, you will be a key member the Service Delivery team by building strong working relationships with internal partners, managing data and record compliance, executing special projects, and being the point of contact for employees’ pay and records, reporting and metrics, and validation of official HR forms and documents. All of your work will be focused through an equity lens and with the customer' service needs top of mind. You will ensure the City's treatment of employees is fair, respectful, and consistent with core business values and expectations of SHR. This is a great opportunity to be a collaborative partner in a high functioning team as we continue to our work in realigning our policies, practices and procedures, restructuring many roles and responsibilities, and designing and implementing upcoming HR programs within the Department and Citywide.

Human Resources Information System (HRIS) Data Management


  • Manage and oversee documentation for multiple supported departments’ HR transactions as needed for HRIS processing and data entry.
  • Collaborate with Service Delivery team to ensure timely and accurate HR transaction processing and resolve any problems relating to record entries and corrections.
  • Attend City Payroll Meetings to maintain knowledge of current HRIS processes and practices.
Reporting, Metrics, and Analytics


  • Develop on-going reports and queries to meet various HR tracking needs and Citywide consolidation efforts and respond timely to data requests from Leadership.
  • Analyze various HR data points, such as workforce, recruitment, and performance review metrics, to recommend and implement strategies to enhance the employee experience.
  • Pull relevant reports related to the City's E3 Performance Management and Cornerstone Training program to effectively assist the team in tracking and ensuring training and performance management compliance.
  • Play an integral role in the creation and implementation of a dashboard to capture needed HR metrics to translate data into an effective communication tool.
Records and Information Management


  • Manage HR information such as temporary compliance monitoring, out of class assignments, leave administration, and step increases, as well as electronic files and employee personnel files.
  • Lead the development of file retention, and partner with Workforce Analytics and Reporting Unit (WARU) to ensure that records meet compliance guidelines.
  • Assist with various leave administration, for example: processing of Family Medical Leave (FML) paperwork and sick leave donations, tracking and completing parental leave compliance measures, generating letters and electronic communications as needed.
  • Complete unemployment claims, verifications of employment and public student loan forgiveness forms.
Onboarding/New Hire and Separation Processing


  • Collaborate with the Talent Acquisition team for new hire intakes and hiring for along with advising departments on staffing through strategic planning and mapping.
  • Ensure alignment with Workforce Equity (WFE) initiative by providing a thorough equity analysis and in turn validate and produce data on any salary related decisions.
  • Facilitate independently as well as partner with Training & Organizational Development Team to educate new employees on City benefits via the new hire intake process.
  • Facilitate new hire onboarding/intake meetings as well as employee separation meetings and complete necessary documentation.

Qualifications:

In addition to the ability to perform the tasks described above, you will need to possess the below required qualifications:


  • A Bachelor's Degree in Human Resources Management, Business or Public Administration, Social Sciences, or a related field
  • 2 years of experience in professional Personnel / Human Resources administration
OR
  • An Associate's Degree in Human Resources Management, Business or Public Administration, Social Sciences, or a related field
  • 3 years of experience in professional Personnel / Human Resources administration
OR
  • 4 years of experience in professional Personnel / Human Resources administration

Additional Information:

This position is classified Personnel Analyst. Most work is performed in a normal City work/office environment but at this time the work is be performed remotely.
