As a part of our Behavioral Healthcare system, API operates a free-standing 66 bed psychiatric hospital in La Mesa, California with four Intensive Outpatient/Partial Hospitalization Programs. Alvarado Parkway Institute is seeking a qualified candidate to join our team of HR professionals as an HR Manager.

Job Details:
  • This is a regular, full-time position.
  • Office hours are generally from Monday through Friday, 8 am to 5 pm.
  • This is a salaried/Exempt position and therefore, not eligible for overtime as per State and Federal law.

Duties & Responsibilities:
  • Work with the Director of Human Resources to accomplish company imperatives and strategic priorities.
  • Utilize knowledge of laws, company policies, compliance, and best practices to resolve complex and high-level employee issues.
  • Facilitate HR project management – product research, set up, training, and implementation.
  • Provide managers support, training, and disciplinary guidance; escalate to Director of Human Resources as needed.
  • Assist in developing and implementing necessary management and training, such as sexual harassment, diversity, discrimination, safety, and more.
  • Work collaboratively with managers to resolve employee relations issues, including coaching on performance-related matters and associated processes.
  • Must have solid knowledge of Federal and State (CA) employment laws and the ability to educate Team and employees on these laws and apply them in the handling of employee issues.
  • Work closely with management and employees to improve work relationships, build morale, and increase productivity and retention.
  • Facilitate HR’s role in Joint Commission accreditation for the hospital
  • Manage necessary HR Reporting, not limited to employee file requirements, company turnover, board reports, OSHA reporting, NHSN flu vaccination, etc.
  • Benefits Administration and ACA reporting
  • Assist the Director of HR in Exit Interviews.
  • Assist with recruitment and onboarding efforts as needed

Requirements & Experience:
  • Bachelor’s Degree or equivalent experience required.
  • 5+ years’ experience and application of progressive Human Resources practices and procedures.
  • 1-year of experience in a Healthcare setting is required.
  • Experience with Paycom or similar HRIS software required.
  • Experience in employee relations issues, benefits administration, reporting, awards and recognition, and employee training.
  • Strong organizational skills and attention to detail.
  • Strong collaboration skills and the ability to contribute within various departments and management levels.
  • Strong problem-solving skills.
  • Ability to multi-task effectively in a fast-paced environment and have fun!
  • Proactive and solution-oriented with the ability to work independently with limited supervision.
  • Excellent computer skills in all Microsoft office systems and demonstrated skills in database management and record keeping.
  • Excellent interpersonal and coaching skills.
  • SHRM or HRCI certification is preferred.
  • Bilingual preferred.

Conditions of Employment In compliance with API’s policies and guidelines, all API employees are required to adhere to the following:
Background/Reference Check & Licensures/Certifications:
  • Completion of satisfactory background and reference checks.
  • Employee signed employment non-compete/confidentiality agreement
  • Individuals whose position may require licensure, registration or certification must maintain such as current and valid. It is the employee's responsibility to send updated copies to Human Resources before the expiration date. It is the employee's responsibility to notify Human Resources of any changes or proposed changes in status to licensure, registration, or certification. Failure to do so could result in employee suspension.

Covid-19 and Flu Vaccinations; Medical:
  • Provide a copy of COVID-19 Vaccination OR have an Exemption Request (Deferred Pregnancy, Medical, or Religious) approved by the API HR Director; and those who have an approved Exemption must undergo weekly COVID-19 testing and observe all other infection control requirements, including face coverings.
  • Annual Flu vaccination is required as a condition of hire and ongoing employment. Only those who are allergic to the vaccine or meet contraindications as indicated on the current CDC Vaccine Information Statement shall be exempt from this condition of hire and ongoing employment but are required to wear a mask while inside an API owned or operated building or vehicle during influenza season. Employees must provide physician documentation to support any reported allergy or contraindication. Flu season typically runs between November and March.
  • Pass drug and alcohol test
  • Clear TB skin test or Chest X-Ray at one of API’s contracted clinics.
  • Complete a satisfactory physical examination at one of API’s contracted clinics designed solely to determine your ability to perform the duties of the position being offered.

The person holding this position is considered a ‘mandated reporter’ under the California Child Abuse and Neglect Reporting Act and is required to comply with the requirements set forth in Article 2.5 Child Abuse and Neglect Reporting Act [11164 – 11174.3] as a condition of employment.
Covid-19 Booster: Effective January 7, 2022, in accordance with CDPH Public Health Orders, all healthcare workers (HCW), including Medical Staff who are booster-eligible, must be boosted or provide an Approved Exemption by February 1, 2022. Employees who are not yet booster-eligible and/or have an Approved Exemption must begin testing weekly through API’s Covid-19 Testing Clinic.
Physical Requirements:
  • Prolonged periods of sitting at a desk and working on a computer.
  • Must be able to occasionally lift up to 15 pounds.
