The Illinois Department of Children and Family Services is seeking an organized, professional and results oriented individual to serve as Human Resources Coordinator. Under direction, this position will perform professional duties in the area of transactions administration and employee programs for assigned agency divisions. The position will serve as a professional resource for assigned areas, applying extensive knowledge and expertise with personnel systems to answer questions, resolve conflicts, and research information. 1. Serves as Human Resources Coordinator in the Springfield Office of Employee Services for assigned regions/divisions
- Performs professional duties in the area of transactions administration and employee programs for assigned agency divisions
- Serves as a professional resource for assigned areas, applying extensive knowledge and expertise with personnel systems to answer questions, resolve conflicts, and research information
- Provides technical information regarding headcount, vacancies to be filled, and transfers into and out of assigned regions or divisions
- Monitors to ensure coordination between the agency and CMS to allow for timely appointments, promotions, and transfers and to ensure compliance with agency and CMS procedures
- Responds to inquiries from management regarding contractual language and its application to articles pertaining to personnel systems
- Drives or travels to various locations in the performance of duties, as directed
2. Monitors the personnel tracking system to ensure data entry is completed accurately and in a timely manner
- Initiates the processing of personnel transactions for assigned areas, reviewing for accuracy before submitting for finalization and submission to CMS
- Provides reports to management staff on the status of personnel transactions
3. Informs employees of promotional policy
- Initiates inter/intra agency transfers
- Confers with administrators of state agencies until completion of transactions
- Reviews to ensure personnel transactions submitted are in compliance with union contracts, rules, and agency requirements
- Reviews and audits all personnel action requests for assigned divisions
- Prepares all CMS documents to appoint new employees or change personal, position, salary, or employment status of current employees
- Directs the operation of appropriate transaction/formulization
- Reviews preliminary information for submission of background checks
- Maintains computerized transactions tracking log
- Prepares requisitions and distributes eligibility lists to appropriate divisions
- Verifies correctness of selection and compliance with all veteran and selection procedures
- Serves as liaison with CMS on commitment dates and grades
- Possesses signature authority for transactions that are reviewed and submitted to CMS

4. In coordination with collective bargaining agreements and the Payroll Unit, answers technical and general inquiries from employees with regard to CMS rules, Pay Plan, collective bargaining contracts, payroll discrepancies, insurance and benefits, etc.
- Coordinates and applies requirements of employee programs, including structure interviews, Upward Mobility, and Alternative Employment
- Explains rules and policies and monitors to ensure compliance
- Prepares necessary transactions in the administration of layoffs
- Answers employee questions
5. Develops position postings
- Receives and reviews bids
- Schedules or coordinates the scheduling of interviews of qualified applicants
- Facilitates the interview process or conducts interviews for assigned divisions/regions
6. Reviews to ensure that transactions and position descriptions correspond for assigned divisions, working with Classification Unit to reconcile and resolve any discrepancies
7. Drafts letters in response to inquiries from former employees, prospective employees, other state agencies, and other appropriate entities regarding personnel matters such as back pay, calculation of seniority dates, etc.
- Reviews and prepares disciplinary actions and obtains additional facts as directed
8. On a rotating basis, answers phones and opens, date stamps, and distributes mail for the unit in the absence of receptionist staff
9. Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above
Minimum Qualifications
1. Requires knowledge, skill, and mental development equivalent to completion of four years of college
2. Requires one year of professional experience, preferably in human resources
