The Health Disparities Council Manager manages the Health Impact Review program and any other projects assigned to the Council through legislative action. This position administers, manages, and controls all aspects of the Council’s operations and, as such, is accountable for ensuring the Council’s statutory responsibilities and reporting requirements to the Governor and Legislature are met. The Health Disparities Council Manager also serves as the technical and strategic advisor to the Council Chair, its members, and its advisory committees. This position manages the Board’s health impact review work and other projects that may be assigned to the Council through legislative action.
The Health Disparities Council Manager is responsible for approximately 4 direct reports as well as the following budgets:
The mission of the Governor’s Interagency Council on Health Disparities is to develop statewide policy recommendations to eliminate health disparities by race/ethnicity and gender. The Council is distinct from but staffed by the State Board of Health. The Council has 17 members—a chair and two consumer representatives appointed by the Governor and representatives from 14 state agencies, boards, and commissions. The Council works in collaboration with state agencies, the Governor’s Office, and community members and groups to identify statewide policies and strategic practices that are submitted to the Governor and Legislature and/or implemented by state agencies.
The Board, in collaboration with the Council, has the responsibility for conducting health impact reviews (RCW 43.20.285). A health impact review is an evidence-based, non-partisan, objective analysis of how a proposed legislative or budgetary change may impact health and equity. Only the Governor or a member of the Legislature may request a health impact review. Health impact reviews are unique to the Board and Council – no other agency completes them. On occasion, the Council also provides staff support for ad hoc task forces or completes specific projects at the request of the Legislature.

Option 1: Nine (9) or more years of experience in policy development, public administration, and/or health services program management.

Option 3: A Master’s degree or higher with major study in public health, public policy, public administration, or a closely related field; AND three years of experience in policy development, public administration, and/or health services program management.

Compensation
This position reports to the Executive Director for the State Board of Health. Learn more about the Washington Management Service.
The annual compensation is between $78,408 and $105,384, depending upon qualifications.

- Working on equity, and social justice activities
- Managing or leading teams, this could include but is not limited to formal supervisory experience
