This part-time position supports, implements and maintains health care eligibility policy and operational initiatives across Minnesota Health Care Programs (MHCP), with an emphasis in the area of MA for people requesting payment of Long Term-Care Services.
Special projects this position will focus on are those related to the continuous enrollment conditions in section 6008(b)(3) of the Families First Coronavirus Response Act (FFCRA). This includes policy support activities pertaining to the law and subsequent federal guidance during the COVID-19 Public Health Emergency (PHE), as well as returning to normal operations after the expiration of the PHE.
This position will also be responsible for contributing to the Health Care Eligibility and Access (HCEA) division’s activities related to evaluation of Long-Term Care Partnership insurance policy evaluations.
Knowledge transfer activities will include development and implementation of subject matter resources to support knowledge transfer for existing and future policy staff, with an emphasis on Long-Term Care related policies.
Qualifications Minimum Qualifications- Advanced policy research, analysis and communication skills.
- Deep knowledge of complex health care eligibility policies and laws pertaining to the Minnesota Health Care Programs and Medical Assistance payment of Long-Term Care services.
- Experience leading and developing professional staff.
- Extensive experience with Minnesota Health Care Programs and relevant state and federal laws.
- Experience leading policy implementation initiatives and projects.
- Experience working with IT systems changes and business requirements.
- Experience working with a diverse workforce and client population.
- Variety of experiences working effectively with others from different backgrounds and cultures.
