Summary:

The Grants Manager works with applicants to and recipients of extramural funds during the pre- and post-award period to develop project budgets, ensure compliance with sponsor guidelines, negotiate terms and conditions, and facilitate the award of grants and contracts to Baystate Medical Center. The Grants Manager will gain expertise both in clinical trials and in more general grant management typical at an academic medical center. S/he will also become facile with legal terminology, financial practices, regulatory requirements (especially federal and state ones) and a large variety of technical software systems (both internal and external). The grants manager will contribute to the research and academic mission of Baystate to help increase external funding and publication opportunities.

Candidates for this position typically possess a bachelor's and have highly developed interpersonal and communication skills. Grant managers will be required to communicate directly with internal Investigators and coordinators; external collaborators; and sponsors at each phase of the research life-cycle. In addition, they will be expected to actively participate in a variety of training opportunities as both educators and as attendees.

The position requires active attention to detail and adherence to compliance policies and any and all applicable laws and regulations. S/he will review research study contracts and subcontracts to ensure that terms are consistent with the mission of the institution and work cooperatively with in-house and outside counsel to resolve discrepancies. S/he will negotiate clinical trial budgets; assist investigators with grant applications to Federal agencies, foundations and non-profit organizations and submit and track online grants. S/he will also translate Lawson financial information for internal clients and direct work, when appropriate, to the SPA grants Coordinator and the SPA system Administrator.

Job Responsibilities:

1) Responsible for all financial/administrative functions related to the administration of grants at Baystate Health and PVLSI. Work with the Finance Department on the financial accounting and reporting of Baystate Health's sponsored programs to ensure compliance with Federal and State financial regulations and award criteria. Works with Finance on audits and reporting required under OMB Circular A133 and Massachusetts UFR. Provide financial information and analyses for sponsored programs' results to various areas and develop milestone/billable event sheets for research department coordinators. Work with coordinators to implement process to report milestones met.

2) Responsible for the management of business functions for sponsored program departments and divisions including budgeting, accounting, purchasing, and payroll. Work with departments on financial and administrative matters and to explain budgetary needs. Develop and monitored grant budgets and prepared budget versus actual analyses. Work with budget managers to investigate significant variances. Help develop policies and procedures for all department personnel regarding business functions.

3) Develop and enhance communications and relationships between departments and functions to ensure the successful execution and implementation of sponsored programs. Facilitate the operation of sponsored programs within Baystate Health, advocating for program managers and investigators/coordinators with various constituencies across the institution. Work with internal departments such as HR, IS, Finance, Laboratory, Pharmacy, Registration, Patient Billing, Purchasing and others to assist researchers and community service providers in accessing needed materials and services to further the conduct of research and the provision of community based services. Troubleshoot sponsored program expensing problems with check requests, patient care charges, purchase requisitions, etc.

4) Consult with community program managers and investigators/coordinators on issues of financial set-up and reporting, budget analysis, staffing and hiring, and operational issues to solve problems and create solutions that are in the best interests of the Institution. Facilitate the solution of institution-wide sponsored program issues by bringing together the appropriate parties to develop those solutions. Work with colleagues in Patient Billing to develop accurate and compliant billing procedures for patient care charges to ensure compliance with applicable regulations and protect the Institution.

5) Enhance the value of information available through information systems (Lawson, IRBNet, etc.) to researchers and community service providers to improve their understanding of the current state of their sponsored programs. Use a variety of external information systems (e.g. EIM/ESM, eRA Commons, Grants.gov, etc.) to submit proposals, monitor awards, and ensure compliance with reporting requirements.

6) Review and negotiate legal agreements related to sponsored programs, including contracts for provision of community-based services, confidentiality disclosure agreements, clinical trial agreements, subcontracts for clinical and bench research programs, and federal and foundation contracts. Responsible for understanding differences among contracts with different sponsor types, as well as issues specific to particular sponsors or sponsored program types (e.g. college and university subcontracts, state pass-through contracts, private pharmaceutical sponsors, etc.). Ensure contractual compliance with applicable policies and standards (e.g. BH internal contracting policy, AAHRPP standards, etc.).

7) Educate the investigator/program manager on critical issues within the contract, ensuring that parties are informed of key responsibilities pertaining to the agreement. Protect the interests of both the institution and the investigator in contract negotiations, ensuring the preservation of publication and intellectual property rights, as well as the rights of human subjects.

8) Together with investigators and clinicians, identify potential funding sources and grant opportunities for research. Develop knowledge and expertise in requirements for grant submission to Federal agencies, private foundations and research societies. Assist in preparation of grant proposals and applications. Provide support to researchers in identifying institutional resources and key contacts which are critical to the success of any application. Work with applicant to understand and follow proposal guidelines which are specific to the funding agency and mechanism. Partnering with the Baystate Academic Library and IS, facilitate the acquisition and maintenance of a library of information on potential funders and successful strategies.
