SCOPE OF SERVICES
NYC Cyber Command (NYC3) is seeking a high energy and experienced Analyst to formalize and expand its existing grants program; to identify new funding opportunities that align with its mission to develop and execute a comprehensive, innovative, intelligence driven, and a risk informed cyber defense and response strategy. The Analyst will gather information on cybersecurity focused grant programs to identify potential opportunities for new NYC3 projects. Specifically, develop a grants catalog to assist NYC3 leadership in the selection of projects, and move these projects to the application phase.
TASKS
- Research new grant opportunities leading to cybersecurity awards that align with NYC3 strategic goals of uplifting defensive controls to City agencies, and improving its cyber monitoring capabilities and mitigation techniques.
- Read, summarize federal and state legislation as it pertains to cybersecurity; stay current on potential legislation and provide frequent briefs.
- Design, develop and maintain a grants catalog and calendar.
- Collaborate across NYC3 divisions to correlate new grant opportunities with NYC3 strategic goals.
- Assist NYC3 project teams in the development of budgetary proposals; refine proposals to meet grant eligibility and submit applications on grantor portals.
MANDATORY SKILLS/EXPERIENCE
- Bachelor’s degree
- Minimum 4 years relevant work experience in opportunity analysis or market research or public sector discretionary funding research
- Compiling and organizing data, developing catalogs, indexes, and plotting timelines
DESIRABLE SKILLS/EXPERIENCE:
- Experience working with various grant authorities, i.e. local, state, federal, information-sharing partners, private-public partnerships, academia.
- Experience interpreting grant eligibility criteria and compliance requirements; understanding the award process and procurement guidelines; submitting applications on grantor portals.
- Familiarity with emergency management and national preparedness doctrine relating to cybersecurity threats and hazards.
- Familiarity with NIST Cybersecurity Framework components, categories and functions.
