If so, we have an excellent opportunity for you on our Foreclosure Avoidance Team in the Treasury Section of the Finance and Business Operations Division.

Our Treasury Section collects, distributes, and invests property taxes and other public revenues, as well as manages long term debt payments, for King County and other taxing districts. The Treasury Operations Section is one of 5 sections under FBOD. Treasury administers the main revenue streams of local government collecting more than $6 billion in property taxes and other fees, distributing those collections to more than 170 taxing entities. The section also manages a greater than $7 billion investment portfolio for 100 special purpose districts, including water, sewer, fire and school districts and administers more than $9 billion in outstanding debt obligations for those same districts. Treasury Operations
Primary Responsibilities: To be considered for this opportunity, you must at a minimum, demonstrate knowledge, skill or ability in the following areas:
Effectively communicate details related to property tax accounts and taxpayer issues; apply exceptional customer service skills and expertly apply job responsibilities while respecting the challenges and circumstances faced by taxpayers.- Read, interpret and identify discrepancies associated with Title Reports, legal descriptions of property and various documents associated with foreclosures; draft letters and email communications; prepare legal documents, statements, and notifications; organize, prepare and maintain records and reports.
- Working under the direction of the Foreclosure Lead, administer property tax foreclosure, billing and collection; work closely and collaboratively with team members.
- Understand and apply Washington State statutes pertaining to property tax foreclosure and property tax billing and collection; follow County procedures and policies; work with State, local and legal authorities in order to reconcile tax account issues.
- Utilize various systems and tools to effectively administer tax accounts; prepare and utilize spreadsheets to track information (MS Excel).
- Research, resolve and respond to customer issues including payment, billing and collection discrepancies; work with internal and external stakeholders in reconciling property tax accounts.
- Utilize Lean tools and principles, apply process improvement techniques and embrace a lean culture focused on better run government; learn systems and processes and make recommendations to improve business productivity and performance; cross train with others as needed; participate in the development of administrative policies and procedures; perform other duties as assigned.
Minimum Qualifications:
- Experience understanding and interpreting title reports; Practical experience working in the mortgage or tax foreclosure industry.
- A demonstrated knowledge of statutes pertaining to property tax billing, collection and foreclosure.
- A demonstrated team-oriented work ethic which contributes to positive team morale and completion of tasks.
- Demonstrated attention to detail and accuracy, time management and organizational skills; ability to organize multiple tasks, and effectively handle customer concerns and needs that may have competing priorities.
- Intermediate level of technology proficiency using MS Office Productivity tools in your daily work
- Ability to manage your time and adapt to changing priorities, work on multiple priorities and projects simultaneously, meet quick deadlines, and produce timely and quality work products
- Ability to uphold our Division’s values
- Ability to work in a remote work environment

- Experience working in government billing and collection.
- Experience with SharePoint.
- Experience with One Note.
- Experience with MS Teams
- Familiarity with continuous improvement tools and techniques.

Other Position Information:
This position is non-exempt from the provisions of the Fair Labor Standards Act and is therefore overtime-eligible. Employees are paid on a bi-weekly schedule, every other Thursday, comprising a 35-hour workweek; normally 8:30 a.m. – 4:30 p.m., Monday through Friday. This position's job classification is an Administrative Specialist 3. Finally, this position is represented by the Teamsters Local 117 - Administrative.
TEMPORARY TELECOMMUTING REQUIREMENT
The work associated with this position will be performed remotely in compliance with King County’s telecommuting mandate. It is possible that the work will be primarily performed remotely on an ongoing basis.
Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection where they can reliably perform work and remain available and responsive during scheduled work hours. Employees must reside in WA state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements. There will be situations where the employee is required to report to a County worksite. Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required by the department in alignment with the Public Health Directive from the Seattle & King County Public Health Officer.
