Job Description

JOB DESCRIPTION

JOB SUMMARY

Under limited supervision, performs supervisory, technical, and administrative work supervising the Fleet Management Department. Work involves directing the operations of the department, supervising department employees, managing the provision of Commission vehicles and communications equipment (both fixed and mobile) to user departments, and procuring Commission vehicles, including school buses and equipment. Employee is responsible for various administrative functions involved in preparing the departmental budget, preparing bid specifications, and maintaining Commission fixed assets and surplus equipment records. Reports to the Assistant Superintendent of Property Management.


ESSENTIAL JOB FUNCTIONS

  • Directs the operation of the Fleet Management Department to ensure the goals and objectives of the department and Commission are met; oversees all administrative matters in the Fleet Management Department, including budget preparation, accounts payable, and general ledger monitoring.
  • Assigns, directs, and supervises the activities of departmental employees; ensures adherence to established policies, procedures, and standards; oversees scheduling and personnel matters; ensures that subordinates receive orientation and training required for assigned positions and tasks.
  • Manages the provision of Commission owned vehicles assigned to various departments; ensures proper care and maintenance of vehicles, equipment (light, medium & heavy).
  • Prepares bid specifications for acquisition of vehicles, including buses and automotive equipment; reviews bids received to ensure compliance with stated specifications; prepares purchase orders for vehicles and equipment; tracks the delivery of purchased equipment and vehicles.
  • Examines newly purchased vehicles and equipment to ensure compliance with purchase order specifications.
  • Driving to and from different locations within the Agency.
  • Determines vehicle and equipment replacements; assists Purchasing division in coordination of surplus property sales.
  • Calculates lease rates of vehicles and equipment; prepares vehicle and equipment lease budgets for departments; monitors such budgets
  • Maintains various electronic records pertaining to individual vehicle usage, fuel consumption, maintenance, repairs, parts replacement, non-operational time, etc.; prepares invoices to Commission departments for vehicle operations, maintenance, repair, and fuel consumption.
  • Provides tools and equipment to assist employees in the repair of vehicles and equipment according to regulatory and industry standards and requirements; provides training to employees to facilitate economical and time-efficient repairs.
  • Prioritizes work in the shop to ensure that the needs of departments using Commission vehicles are met and satisfied.
  • Maintains an adequate inventory of parts and supplies; maintains complete inventory records.
  • Directs the repair of mobile, portable, and stationary communications equipment; determines lease rates for communications equipment.
  • Attends meetings with supervisors, department heads, and Accident Review Board on Commission issues and programs.
  • Coordinates and communicates with inter-governmental agencies.
  • Performs other related duties as required.

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS

  • Bachelor's degree in business management, and 6 to 9 years' experience in fleet management.
  • Or any equivalent combination of training and experience which provides the required skills, knowledge, and abilities for this job.

KNOWLEDGE, SKILLS, AND ABILITIES

  • Knowledge of the materials, methods, tools, and equipment employed in the maintenance and repair of gasoline and diesel-powered motor vehicles and equipment.
  • Knowledge of modern governmental purchasing principles, methods and procedures.
  • Knowledge of the methods and procedures used in preparing bid specifications.
  • Knowledge of the formal and informal bid process.
  • Knowledge of the characteristics and operating principles of internal combustion and diesel engines.
  • Knowledge of the materials and parts used in the repair of automotive equipment.
  • Knowledge of the various testing devices, machines and hand tools used in mechanical repair work.
  • Knowledge of the cost of materials and parts used in the repair of automotive and related equipment.
  • Knowledge of the principles of supervision, organization and administration. Has considerable knowledge of the principles and methods of inventory control and record keeping.
  • Knowledge of the various grades, quality standards, and sources of supply and price trends for a variety of goods and services.
  • Knowledge of the current literature, trends and developments in the fields of governmental purchasing and automotive maintenance and repair.
  • Ability to use popular a computer and related software. Is able to work rapidly and accurately with figures.
  • Ability to apply and interpret policies and to explain these policies to other employees and vendors.
  • Ability to prepare bid specifications for a variety of automotive equipment purchased by the Commission.
  • Ability to exercise independent judgment in selecting from items available and cost quotations when recommending purchases.
  • Ability to maintain accurate inventory and purchasing records and prepare periodic reports from these records.
  • Ability to assign, direct and supervise a professional and clerical staff.
  • Ability to understand and follow oral and written instructions.
  • Ability to communicate effectively orally and in writing.
  • Ability to answer inquiries and questions concerning purchasing independently.
  • Ability to exercise tact, courtesy and firmness in frequent contact with vendors.

  • Ability to read department inventory of assets, specifications, invoices, purchase order, utility bills, inventory reports, departmental records, expenditure reports, and other related reports and records. Requires the ability to prepare bid specifications, purchase orders, vehicle cost reports, parts activity records, tax reports, insurance forms, state inspection reports, etc., using prescribed format and conforming to all rules of punctuation, grammar, diction and style.
  • Ability to apply principles of logical or scientific thinking to define problems, collect data, establish facts, and draw valid conclusions; to interpret an extensive variety of technical instructions in mathematical or diagrammatic form.
  • Ability to record and deliver information, to explain procedures, to follow oral and written instructions. Must be able to use and interpret accounting, automotive mechanics and engineering, electrical and personnel terminology.
  • Ability to utilize mathematical formulas; to add and subtract; to multiply and divide; to determine percentages and decimals; to understand statistical inference and calculus.
  • Ability to inspect items for proper length, width and shape.
  • Ability to deal with people beyond giving and receiving instructions. Must be adaptable to performing under minimal levels of stress.

CERTIFICATION, LICENSE, AND SPECIAL REQUIREMENTS

  • Must possess a valid Driver’s License to drive an RCRC vehicle, and produce an acceptable 10 year driving record.

PHYSICAL DEMANDS

The work is heavy work and requires exerting up to 100 pounds of force occasionally, up to 50 pounds of force frequently, and/or up to 20 pounds of force constantly to move objects; work may also require balancing, climbing, crawling, crouching, feeling, manual dexterity, grasping, handling, perceiving sounds at normal speaking levels, distinguishing among sounds, kneeling, lifting, mental acuity, pulling, pushing, reaching, repetitive motion, speaking, standing, stooping, driving, expressing ideas by spoken word, shouting above noises, visual acuity in data, color/observations/equipment/inspections, and walking.
