Under the direction of the Director of the Department of Finance, Finance Analyst II positions perform various difficult accounting and budgetary tasks; review, develop and prepare the Citywide budget and monitoring reports; maintain, compile and review various sets of complex financial records and financial statements; process accounts payable and payroll; plan and analyze and install modifications in financial systems and forecasts; monitor and recommend internal controls related to financial reporting, and perform other duties as assigned.

  • Employees in job classifications represented by Municipal Employees Association (MEA) are scheduled to receive a 5% general wage increase effective 7/1/22.

MINIMUM REQUIREMENTS

You must meet the following requirements on the date you apply, unless otherwise indicated.

EDUCATION: Bachelor's Degree or equivalent education (i.e., minimum completed units = 120 semester/180 quarter).

NOTE:

  • Additional qualifying professional experience may be substituted for education lacked on a year-for-year basis. One year of full-time experience = 30 semester/45 quarter college-level units.

EXPERIENCE: Two years of full-time professional-level experience in accounting and/or developing, administering and analyzing budgets. Qualifying experience may include collecting and analyzing financial data for one or more of the following purposes: to make financial or economic projections; research to develop or justify budgets and/or long term financial plans; to prepare financial statements; to reconcile and balance accounts; and/or provide information for policy, internal financial control recommendations or business decisions.

NOTES:
  • A Master's Degree in Accounting, Business Administration, Economics, Finance, Management, Public Administration or a closely related field of study may be substituted for a MAXIMUM of one year of the required experience.
  • Possession of a Certified Public Accountant (CPA) License or successful completion of all parts of the written test for the CPA License may be substituted for a MAXIMUM of one year of the required experience.
  • City of San Diego employees using Out-of-Class Assignment (OCA) experience to qualify must submit written documentation signed by their appointing authority or payroll specialist, detailing the work performed, dates, and total number of qualifying OCA hours. OCA experience without the required documentation will NOT be considered.

LICENSE: A valid California Class C Driver License may be required at the time of hire.

SCREENING PROCESS

SUPPLEMENTAL INFORMATION
