ESSENTIAL DUTIES & RESPONSIBILITIES
Reads water meters, logs readings, re-reads meters when high bill complaints are received. Conducts final readings when property changes residents and/or owners. Programs automated reader system, Electronic Receiver Transmitters.
Installs water meters of all sizes; this may involve confined space entry. Assembles meter yokes. Records the size and location of water meters. Inspects and approves the installation of new meters.
Maintains, replaces, tests and calibrates water meters; inventories parts and meters on hand; maintains the meter shop and it's equipment.
Performs customer service duties such as locating curb stop boxes, service lines and water leaks, turning water on and off, and checking pressure and flow problems. Responds to taste, odor and turbidity complaints; takes water samples. Thaws frozen water service pipes during winter emergencies.
Responds to customer inquiries, problems and complaints regarding water and sewer service, department regulations and coordinator policies.
Assists the Utilities Billing Coordinator with turn offs for non-payment and distributing red-tags.
Performs back flow prevention duties, inspects plumbing systems for back flow hazards, advises owners on back flow prevention device requirements and keeps pertinent records.
Determines where and what kind of repairs are necessary. Works with contractors to acquire bids, coordinates and inspect work.
Trains personnel.
Assists Water Distribution and Wastewater Collection crew.
Performs other duties as assigned and required.
PREPARATION AND TRAINING
Education: High School Diploma or GED
Work Experience: Minimum of 6 months experience in meter reading
Certifications and/or Licensures: See Additional Knowledge, Skills, and Abilities below.
Required Driver’s License: Valid Colorado Driver’s License and a clear or acceptable MVR
An equivalent combination of education, training and relevant job experience may be substituted.
KNOWLEDGE
Working knowledge of:
- ITRON meter reading system
- Locates with line locator
- Water delivery systems
- Back flow prevention
- Various types and sizes of water meters
Basic knowledge of:
- Thawing frozen water lines
SKILLS & ABILITIES
Computer Skills – Basic computer skills required to work with ITRON, meter reading software.
Communication Skills- Advanced customer service skills required to interact with citizens regarding water concerns and complaints.
Mechanical Skills- Advanced mechanical skills required to work with basic tools, generators, tripods, gas monitor, blower, line locators, ITRON handhelds and flow meters. Also required to maintain various types and sizes of water meters, up to and including 6” water meters. Must be able to perform annual maintenance and repair tasks often involving the operation of hand and power tools.
Project Management Skills- Basic project management skills required for exchanging meters; need to coordinate efforts with business and property owners, plumbers and contractors
Mathematical Skills- Advanced mathematical skills required to calculate readings.
Must be able to operate drills, saws, and drill press.
ADDITIONAL KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED FOR:
Field Service Technician I:
- Required to achieve Distribution I and Wastewater Collection I, State of Colorado certification testing within one (1) year.
Field Service Technician II:
- Two (2) years’ experience required and passing Distribution II State of Colorado certification testing.
- Must obtain Backflow Prevention Program Specialist/Administrator from the State of Colorado.
- All knowledge of Field Service Technician I.
Field Service Technician III:
- Three (3) years’ experience required and passing Distribution III required State of Colorado certification testing.
- All knowledge of Field Service Technician I & II.
Field Service Technician IV:
- Four (4) years’ experience required and passing Distribution IV required State of Colorado certification testing.
- All knowledge of Field Service Technician I, II, & III.
WORKING CONDITIONS AND PHYSICAL REQUIREMENTS
Work is performed in the field and in the shop. The employee is exposed to various weather conditions including wet, hot and cold conditions. Also exposed to various environmental conditions which may include excessive noise; solvents, grease, and oils; slippery or uneven walking surfaces.
