Department Marketing Statement
Housing, Dining & Auxiliary Enterprises (HDAE) serves 21,000 customers daily in its retail and board dining programs, manages the University Center and University Bookstore, hosts 150,000 guests annually for conferences and meetings, manages a major events center, oversees the administration of transportation, parking and fleet services, manages IT services for Administrative Services (ARIT), and oversees The Club & Guest House.
Residential & Community Living (RCL), a department within HDAE, is responsible for the overall student life program in 8 residence halls and 9 apartment complexes housing over 10,000 residents with a focus on student development and leadership programs, and conduct and accountability. In addition, RCL is responsible for resident placement through the University & Community Housing Services Office.

Brief Summary of Job Duties
Under the general direction of the Associate Vice Chancellor of Housing, Dining & Auxiliary Enterprises (HDAE), the Executive Director of Residential & Community Living (RCL) is a member of the HDAE Senior Management Team. The Executive Director shares responsibility for an auxiliary services operation with annual operating and capital budgets of $180 million, capital and major maintenance reserves of $50 million and housing over 10,000 students, faculty and family residents on campus.
The Executive Director has full responsibility for creation, administration, and management of the RCL program unit within HDAE. This includes policy management, budget development, resource coordination, and personnel administration. The Executive Director is responsible for the development of world class services and programs for a growing campus-wide program which produces a quality residential experience for students, staff, faculty and family members residing in the University's residence halls and apartments. Provides leadership and strategic vision for a comprehensive and robust resident student development program. Creates communities of learning and excellence supporting UCSB's academic mission. Sustains a healthy living community for University members living in communities adjacent to the campus. Has fiscal responsibility for a program unit budget of $8.5 million and responsibility for approximately 160 FTE, which includes 71 regular, contract and limited appointment employees, and more than 300 student employees. Job Functions/Percentage of Time/Duties:
Department Development & Oversight - 25%
- Collaborate with campus senior student affairs, academic affairs and alumni development officers to design and implement a comprehensive 4- year residential program for traditional UCSB students.
• Develop a comprehensive faculty liaison and faculty in-residence program (FIRP). • Design a method for integrating traditional residence halls and apartment dwellers into future interdependent communities.
- Serve on building committees, responsible for student input and community space.
- Develop policies and programs consistent with and in support of HDAE and institutional values, goals, and mission.
- Ensure departmental policies, practices, structures, and systems support an inclusive environment for all students and staff.
- Develop, implement, and maintain vision, mission, and goals for the department that align with the HDAE WE CARE values.
- Keep abreast of current best practices, with an eye toward next practices, in student development programs in residential life. Plan, create, and implement best/next practices regarding all aspects of residential life.
- Ensure data-informed practices are in place for all department programs and initiatives.
- Foster relationships with colleagues in HDAE, Student Affairs, Academic Affairs, and other pertinent departments.
Student/Resident Programs - 15%
Responsible for the direction, overall management and supervision of 5,900 students living in residence halls and 4,500 residents (including students, faculty and families) living in apartments.
Specific responsibilities include:
- Establish policies for safety and community living in all residential communities.
- Develop long- and short-range plans for programs and services to meet the changing needs of the different academic levels and diverse resident populations within complexes and across campus.
- Oversee a comprehensive community development program for subgroups within communities (i.e., non-traditional students, international students, single parents, transfer students, foster youth, non-binary gender conforming students, etc.).
- Establish advisory boards as needed consisting of key campus officials and residents to address concerns such as: ADA compliance, veteran's issues, parking regulations and fees, graduate recruitment/retention, gender inclusive practices, etc.
- Oversee the hiring, training, supervising and evaluating of in-residence professional/nationally recruited staff and students, and local new professional staff including 31 contract staff (on 2-4 yr. contracts) and 150+ resident assistants annually.
- Oversee crisis response systems. Coordinate efforts with Counseling and Psychological Services, Distressed Students, Student Health, Campus Police and other agencies to respond.
- Oversee a comprehensive security program for all residential communities, collaborating with the Police Chief, by establishing CSO nightly patrols.
Placement & Assignment Services - 15%
Responsible for the direction and overall management of Placement & Assignment Services (all housing contracts and space allocations).
Oversight includes:
- Responsible for maintaining the highest occupancy in all facilities to generate $130 million in annual contract income working closely with the HDAE Chief Financial Officer.
- Establish application and waiting list procedures. Allocate and place students according to campus guarantees, preferences and availability.
- Determine contract cancellation policies and fees.
- Manage multiple contract terms and conditions for the various housing types: residence halls, graduate apartments, family housing and undergraduate apartments during academic and summer sessions.
- Forecast enrollment and manage deficit and over-enrollment guarantees of freshman, transfer and new single graduate students. Prepare back-up plans for enrollment misses, from tripling or subleasing apartments in the community to temporary accommodation with university affiliate groups.
- Work closely with Admissions regarding forecasting enrollment and the Registrar regarding student eligibility compliance.
• Work with General Counsel to establish contract consistency and adherence to federal, state and UC standards. • Collaborate with the billing office (BARC) to ensure accurate billing and collections. Collaborate with Financial Aid on individual cases and management of write-offs.
- Manage the Community Housing Office which provides the University liaison to the private rental market for 10,000 students residing predominantly in Isla Vista.
Conduct & Student Leadership - 15%
Responsible for the direction and overall management of the conduct and mental health caseload, and for the student leadership and governance for all university housing.
Oversight includes:
- Establish and maintain a crisis response system in collaboration with campus agencies to respond to issues such as: domestic violence, child abuse, psychological traumas, and issues of physical violence.
- Create a comprehensive behavioral response system, including traditional (judicial and educational) and alternative dispute resolution methods (restorative justice and mediation).
- In conjunction with the Dean of Students Office, operating under guidelines set by the Vice Chancellor of Student Affairs and the Office of the President, determine venues for adjudicating cases.
- Recommend appointment of University Hearing Officers to the Chancellor and coordinate their training. Establish and train a Residential Review Board annually.
- Respond to appeals by students, parents and campus agencies. Collaborate with the Dean of Students and Ombuds Office on high profile campus cases.
- Advise and facilitate the four resident student government bodies: Residence Hall Association (RHA), Graduate Student Apartment Council (GSAC); Tenants Union (Family Housing TU), and Single Apartment Community Council (SACC). Provide guidance on university policies and appropriate business practices regarding the use of their activity fees which total more than $300,000 annually.
Supervision, Leadership & Working Relationships - 15%
Lead, motivate and inspire others to contribute to department success.
Foster, support, and encourage relationships with colleagues within the department and in Student Affairs, Academic Affairs, Administrative Services, and other pertinent departments.
Provide learning and other professional development opportunities for staff in the department that deepen knowledge, skills and awareness of self and others.
With key staff, serve as a departmental lead in major crises/ emergencies.
Develop collegial and collaborative relationships with a broad array of institutional stakeholders
The Executive Director observes and conducts the following relationships:
- Student Affairs: Collaborate on all aspects of student life working with Counseling & Psychological Services, Student Health Services, International Student & Scholars, Disabled Student Program, Women's Center, Resource Center for Sexual & Gender Diversity, First-Year Student Programs, Graduate Student Service Network, Educational Opportunity Program, and Distressed Students & Judicial Affairs.
- UCSB Police Department (Public Safety): Collaborate to assure a safe and secure environment, and respond to resident crises.
- Executive Vice Chancellor's Office (Academic Affairs, Deans & faculty): Develop partnerships to create a faculty liaison program and further develop the faculty-in-residence program.
- UC Office of the President: Work with General Counsel on issues pertaining to contract interpretation, residential policy and student conduct. Additionally, collaborate with UCOP Student Affairs staff and other UC residential life directors and senior housing executives.
- Graduate Division: Collaborate on issues pertaining to recruitment and retention of graduate students.
- Alumni Development: Collaborate with Alumni Affairs Office to design a new residentially based alumni program.
- BARC, Collections & Financial Aid: Collaborate on bad debt, individual cases, and general billing processes.
Human Resource & Financial Management - 15%
Develop strategic plans for staffing, financial needs and programmatic objectives.- Work collaboratively with departmental leadership, the HDAE CFO, and the Associate Vice Chancellor to develop yearly budgetary needs and allocations.
- Meet regularly with the CFO to review budget performance and adjust departmental spending in order to meet financial goals.
- Provide leadership and direction in the areas of recruitment and training for employees within the Residential & Community Living unit.
- Directly or through subordinates, hire, train, evaluate, and supervise 60-80 professional staff (Associate and Assistant Directors and other full time professional staff including Resident Directors, Assistant Resident Directors, Coordinators, etc.), and approximately 300 student employees.
- Responsible for management of performance, salary actions, hiring decisions and other human resources related issues of managed staff.
- Oversee proper allocation of program resources, including staff, FTE, events and operations.
Other
Review status of job tasks and responsibilities with the Associate Vice Chancellor on a regular basis.- Participate on departmental and University committees, and in regional, state and national organizations related to student affairs and residential learning.
- Affirm and implement the departmental Educational Equity Plan comprising short- and long-term objectives that reflect a systematic approach to preparing both students and staff for success in a multicultural society.
- Affirm and implement the departmental Strategic Plan designing goals and objectives that relate to the vision statements.
- Affirm and implement the Standards for Housing, Dining & Auxiliary Enterprises which outlines the programmatic and developmental goals for the UCSB housing program.
- Perform special duties and management assignments as designated by the Associate Vice Chancellor.
- Attend conferences and workshops related to the development, implementation, and operation of college and university residential programs.
