Job Description
Overview / Responsibilities: Preparation, review, and submission of accurate cost estimates, budgets and change orders to provide to clients, potential clients or projects. This ensures accurate budgeting and planning can take place, supports the robust control of projects throughout their lifecycle to ensure the project can be delivered profitably.
Responsible and accountable for the development of project estimates, budgets and change orders ensuring they are prepared to the required level of detail and accuracy in accordance with contractual requirements, Wood policies, procedures, and standards.


Guides and manages the project estimating team in terms of delegating work, reviewing the work output of the team where appropriate, providing guidance and support, and managing the development of the estimating team.


Acts as focal point for all aspects of estimating support to the project/contract team and clients, managing the communications interfaces essential for the delivery of the estimates, budgets or change orders.


Responsible for ensuring systems, process, procedures, and standards are maintained.


Accountable for identifying areas of best practise and driving continuous improvement within the Estimating function.
Accountable for ensuring cost estimates are documented and auditable and that project estimating norms and estimating data is maintained and issued in a controlled manner to the required deadlines.

  • Develop and/or co-ordinate, issue, and maintain project cost estimates, budgets and change orders in accordance with the scope of work, assumptions, man-hour estimates, narratives, and review & comment on client documents as necessary
  • Oversee the development of discipline MTO’s, material pricing, labor rates and labour work-hour units for estimates, budgets and change orders
  • Facilitate and chair the internal review of project cost estimates, ensuring updates are actioned and estimate approval is obtained as and when required
  • Estimate contingency and escalation using in-house models, actively participate in contingency discussions and recommendations (Internally and with Clients)
  • Leads weekly Business Development/Prospect meetings. Maintain up to date register of prospects and tender status
  • Ensures Best Practices are in place, complete and complied with
  • Review and maintains records of production rates, productivities and other key KPI’s for completed projects. Update and maintain the estimating database unit rates as necessary
  • Manages the flow of documents and communications between the business and the clients during the tender, budget or change order process
  • Works with Commercial to identify exceptions and clarifications to tender contract T&C’s, ensuring tenders comply with these requirements for tender submission approval
  • Leads development of documents required for internal approvals. Works closely with Commercial and Legal for appropriate input i.e. Approval To Submit and Approval To Contract
  • Prepares, issues and evaluates supplier and subcontractor bids required for tender estimates. Ensures T&C’s are consistent with the proposed tender contract e.g. back to back.
  • Co-ordinates with Operations/Area Manager, Construction Manager, Equipment Manager and HSSE Manager for tender input and staffing where appropriate.
  • Leads development of the project execution plan, schedule, estimate and risk management plan. Leases with Operations for input and ownership
  • Responsible for the management of the Viewpoint and HCCS Heavy Bid module use and control during the pre-award phase
  • Responsible for the transfer of information from Heavy Bid to Heavy Job post award
  • Leads Handover to operation post award. Formalizes and records meetings minutes
  • Attends project monthly WIP Meetings where required
  • Ensure staff are appropriately trained and understand the ethical aspects that must be complied with during the pre-award phase
  • Maintains market awareness of competitors, level of competition, material pricing and potential prospects

Skills / Qualifications:
  • Qualifications:

    • Typically requires degree in a relevant technical or business discipline (or equivalent gained through relevant vocational training and/or industry experience)


    Knowledge, skills, and experience:

    • Ideally requires a minimum of ten 10 years of heavy civils estimating experience, including excavation, earth dirt work, underground utilities and concrete including tilt up works
    • Understand all aspect of estimating, including material take-offs, unit pricing, buy-outs and preparing scopes and bids
    • Ability to breakdown construction operations into a logical sequence of activities
    • Excellent understanding of project management principles and techniques
    • Excellent understanding of Cost Management, Change Control, Planning & Risk Analysis & Management
    • Prior experience in a Senior Estimating role and managing teams
    • Ideally proficient in estimating software, HCSS / Heavy Bid preferable
    • Proficient with all MS Office products (Word, Excel, Access, Power Point, Schedule)
