Job Description
Job Description: Southwestern Power Administration (Southwestern) is an agency within the Department of Energy (DOE). Southwestern contracts with Wyandotte Technologies for support services. Wyandotte Technologies has an opening for an Environment Specialist Position available in the Tulsa area office.

Responsibilities:
Provide Environmental and Cultural Resources Support Services for Southwestern’s System.
The candidate will perform the types of services listed below throughout Southwestern’s field offices and sites including but not limited to the following:

  • Monitor and accomplish environmental goals and objectives established by the Enviornmental Health Safety and Security (EHSS) Division Director in compliance with the Department of Energy (DOE) and Environmental Protection Agency (EPA) requirements.

  • Enviornmental compliance reviews; environmental policies, regulations, and laws.

  • Prepares recommended processes, work rules and procedures to ensure compliance throughout the agency.

  • Assists with compliance and review of all aspects of Southwestern Environmental Management System (EMS) and Enviornmental Protection Plan (EPP).

  • Develops studies, analyses, reports, and mitigation measures for construction projects and engineering.

  • Provides advice on National Environmental Policy Act requirements to directors and managers.

  • Co-auditor with Southwestern Office AO’s; functional appraisals for core compliance throughout the system.

  • Updates and compliance of hazardous chemical storage and usage within Southwesterns system.

  • Reviews cultural, historical, and natural resource information for incorporation into Southwestern projects.

  • Prepares maps using 10.6.1 ArcGIS for reports and scoping letters to agencies and organizations.

  • Use ArcGIS 10.6.1 to address historical regions and sites of Southwestern Cultural Resources Database.

  • Maintains Programmatic Agreement compliance with Tribes, State Historic Preservation Offices and area Archaeologist and provides compliance of Section 110 and Section 106 for all requirements of Federal Facilities of Historical Resources.

  • Conducts threatened and engendered species surveys and biological/natural resources field surveys.

  • Develops draft environmental orders and standards or proposes revisions thereto, for programmatic approval.

  • Monitors compliance for asbestos and lead and provides mitigation through contracts.

  • Conducts NEPA and Tribal Sensitivity Training for Southwestern federal and contractor personnel.


  • Is experienced in environmental compliance standards applicable to environmental and historical resources, including, but not limited to:

  • o National Environmental Policy Act (NEPA)
    o Department of Energy (DOE) NEPA Implementing Procedures
    o Council on Environmental Quality (CEQ) Guidance On NEPA
    o Endangered Species Act (ESA)
    o National Historic Preservation Act (NHPA)
    o Clean Air Act
    o Clean Water Act
    o Oil Pollution Act
  • NEPA Compliance Reviews and Reports; the candidate will develop and review Categorical Exclusions, Environmental Assessment, Finding of No Significant Impact, and Environmental Impact Studies, and be able to read and understand construction plans and designs.

  • The candidate will develop and review correspondence, publications, records, reports, research, studies, analyses, appraisals, operating procedures, manuals, scopes of work, government estimates, plans, and mitigation measure for actions and obligations associated with environmental and historical resources.

  • The candidate will assess environmental impacts, monitor, and provide oversight for Southwestern Actions. Maintain monitoring on the natural environment and cultural resources through site assessments, inspections, monitoring, or other reasonable means.


  • Education Requirements:
  • Bachelor of Science Degree in Environmental Science, Geology, Soils Science or Environmental Engineering

  • Minimum 5 years’ experience in environmental regulatory compliance and with cultural resources knowledge and proficiency

  • Have a professional credential, license, or certification such as Registered Environmental Manager (REM) or Registered Environmental Specialist (RES)


  • Job Requirements:
  • Some work may include evening and/or weekend hours.

  • Some travel may be required.

  • o The position will be physically located at the headquarters office in Tulsa, Oklahoma; however, program execution support services are required at field offices and sites under the direction of the EHSS Division Director.
