Job Summary

The Enterprise Data Interchange Programmer Analyst III is responsible for planning, designing and implementing EDI processes. Develops codes, analyzes, designs, and tests various programming systems, including encoding, testing, debugging and documenting programs. Works with organizational end users to clarify current operating procedures and communicate program objectives. Reports to a team lead or manager.



The primary responsibilities are to support the production and maintenance of business critical EDI processes across L.A. Care business platforms. Experience in all aspects of the SDLC (System Development Life Cycle) in a Managed Care/HMO environment is highly desirable. Accountable for project deliverables, strong understanding of system analysis methodologies, object oriented analysis and design. Proven ability to apply technology to the solution of real world business problems and considered subject matter expert in controlled business functional areas. This position is responsible for the analysis and development of the industry standard HIPAA formats and the integration of business solutions using X12 mapping tools. Works with cross functional teams: Programmers, DBA's and Analyst to maintain existing processes and develop new processes.

Duties


Develop maps for new or exiting transactions. Work with Programmers and DBA's to ensure successful transactions to our main systems. Production support problem analysis and resolution.

Troubleshoot/Maintain transactions through Front End and Back End databases for Edifecs applications (ST, EM, SE).


Project Design. Develop Reports, views, and applications using Java, SQL, or Oracle reporting tools. Ensure all database projects and processes are fully documented.


Develop business application and/reports not related to EDI transaction as assigned. Prepare short and long term plans to address infrastructure projects as well as support to and technical leadership for internally/externally sponsored company projects. Recommend schedules for database upgrades; assist in the planning and implementation of major software upgrades; adhere to change management procedures and methodologies.


Perform other duties as assigned.

Education Required Bachelor's Degree in Computer Science or Information Systems In lieu of degree, equivalent education and/or experience may be considered. Education Preferred Experience

Required:
Minimum 5 years of I.T. and business experience with exposure to various technical environments and business areas.


Progressive experience with EDI including, but not limited to: electronic communication protocols that provide standards for exchanging data, X12 EDI Standards, EDI transport platforms, and EDI application mapping techniques; electronic data interchange within the healthcare industry.


Experience with a variety of project management methodologies (Waterfall, Agile).


Experience with business process development and management.


Experience interfacing EDI with SAP desirable.


Experience with an industry standard EDI mapping tools (Edifecs, Spec Builder).


Experience in object oriented design.

Familiar with QNXT is highly desirable.


Familiar with database technologies including Oracle and SQL.
